Both wings occupy the same fortress, but their purposes are different. LBRS is a sprawling dungeon with multiple factions, side bosses and the key progression required for UBRS. Upper Blackrock Spire represents the elite upper section of the fortress controlled by Nefarian's Dark Horde and Black Dragonflight allies. UBRS is a level-60 10-player run focused on difficult encounters, valuable pre-raid equipment, Dungeon Set pieces and important endgame quests.
Unlike LBRS, the upper route is locked behind the Seal of Ascension. Once access is available, the group enters the left side of the Blackrock Spire interior and begins the UBRS progression.

Blackrock Spire Quests and Progression
Blackrock Spire contains a large number of high-level quests covering boss kills, faction storylines, profession objectives and long-term endgame progression.
The most important progression chain is the Seal of Ascension, because it directly links the two halves of Blackrock Spire. Players begin in LBRS, collect the required seal and gemstones, complete the Emberstrife stage, and then gain permanent access to UBRS through the finished Seal of Ascension.
