These are Exalted rewards. Honored versions exist with lower values, but they should not be used to judge the final Phase 3 result. Scryer's Bloodgem remains the most important early exception for casters because its spell hit can repair an incomplete set quickly. The faction-specific opening continues through Oronu the Elder, The Ashtongue Corruptors, and The Warden's Cage.
