Path of Exile 1 awards permanent character power through campaign quests, but the total is easy to misunderstand. The ten-act campaign contains 22 Book of Skill rewards that grant 23 Passive Skill Points. The total is 23 because An End to Hunger awards two points instead of one. Killing all three bandits in Act 2 grants one additional point, raising the maximum campaign total to 24.
This guide is specifically for the original Path of Exile, not Path of Exile 2. PoE 1 does not use the same hidden-boss permanent stat bonuses, Weapon Set Passive Points, or Spirit rewards found in PoE 2. Its important character rewards are ordinary Passive Skill Points, the Act 2 bandit choice, quest refund points, Ascendancy Points, and Pantheon unlocks.
Patch status: This evergreen guide was checked against the Path of Exile 3.29 patch notes on August 23, 2026. Patch 3.29 changed several gem quest and vendor reward options but did not change the 23 campaign quest points, the current bandit bonuses, or the function of the /passives command.
PoE 1 Permanent Campaign Bonuses at a Glance
The following totals apply to the standard ten-act campaign. Ruthless has separate progression and reward rules, so its totals should not be inferred from this checklist.

A level 100 character gains 99 points from levelling because level 1 starts without a level-up point. Adding all 24 campaign points produces 123 ordinary Passive Skill Points. A character that helps a bandit instead of killing all three has 122 ordinary points and the chosen permanent bandit bonus.
How the 23 Plus 1 Passive Point Total Works
The phrase "all 24 quest points" is common, but it hides the choice involved. Twenty-three points come from fixed Book of Skill rewards. The twenty-fourth is available only when the character kills all three Act 2 bandits. Helping Alira, Kraityn, or Oak replaces that point with a permanent stat bonus.
There are 22 Book of Skill quests rather than 23. Twenty-one books grant one point each, while the Book of Skill from An End to Hunger grants two. Therefore the arithmetic is:
- 21 single-point quest rewards
- 1 two-point quest reward from An End to Hunger
- 23 fixed quest Passive Skill Points in total
- 1 optional point from Kill All Bandits
- 24 maximum campaign Passive Skill Points
These points are character-specific. Completing a passive-point quest on one character does not give its point to another character in the same league. A second character must complete the relevant quest and consume the reward book for itself. Players moving several characters through the story can use a consistent PoE 1 campaign progression route to include the important side areas without repeated endgame backtracking.
All Passive Point Quests in Acts 1 to 5
The first half of the campaign provides nine fixed Passive Skill Points from nine reward books. Most come from side objectives, so simply reaching Act 6 does not guarantee that the character collected them. The Way Forward is completed in the Act 2 Western Forest but is turned in to Bestel in Act 1.

The easiest early rewards to miss are The Flooded Depths, The Ship Graveyard Cave, and The Crypt Level 2 because none is required to continue the main story. The Act 5 Reliquary is another complete side zone. The remaining objectives are close to the normal route and are usually more efficient to collect immediately.
All Passive Point Quests in Acts 6 to 10
The second half provides fourteen fixed points from thirteen Book of Skill rewards. An End to Hunger accounts for two of those points. Several optional god encounters also unlock Pantheon powers, so completing them gives both a passive point and a new defensive option.

Kishara's Star and the Gemling Legion are efficient because their objectives appear along zones already used by the main route. Gruthkul, Yugul, Shakari, Ryslatha, and Vilenta require more deliberate detours. These detours should still be completed before serious mapping because a missing point can finish a Mastery, Jewel Socket, defensive notable, or important connection on the official PoE 1 passive tree.

Deal with the Bandits: Current Permanent Rewards
The bandit rewards were reworked in version 3.25. The official Path of Exile 3.25 patch notes confirm that Eramir now grants one Passive Skill Point for killing all three bandits. Any guide that promises two points, Critical Strike Multiplier from Alira, Attack Speed from Kraityn, or Physical Damage from Oak is using an obsolete reward set.

Kill All is flexible, but it is not automatically best during levelling. Alira can replace several resistance suffixes, Kraityn improves every long campaign run, and Oak is more useful than a weak travel node for some life builds. Compare the reward with the exact node that the extra point would buy. A complete PoE 1 league starter plan should state both its early bandit choice and whether that choice changes for the finished endgame tree.
How to Change the Bandit Reward

The Act 2 decision is permanent until the character consumes a Book of Reform, but it is not irreversible. Sell 20 Orbs of Regret together with the correct amulet to any vendor. The resulting book changes the character to the associated reward.

When changing from Kill All to a bandit reward, the character loses one Passive Skill Point. Keep one ordinary point unallocated so the passive tree remains valid when the book is consumed. When changing from a bandit to Kill All, the character receives the additional point after using the appropriate book.
How to Check Missing Points with the /passives Command
The most reliable in-game audit is the chat command /passives. Open chat, enter the command exactly as written, and review the generated list. It displays the passive-point quests completed by the current character and identifies the character's bandit reward.
- Finish the campaign or reach the point where a check is needed.
- Open the chat window with Enter.

/passivesand submit the command. - Compare every listed quest with the two passive-point tables in this guide.
- Return to any missing quest, finish its objective, speak to the reward NPC, and consume the Book of Skill.

The command reports earned quest points, not every kind of passive allocation. It does not count level-up points, Ascendancy Points, passive refund points, Atlas Passive Points, Cluster Jewel nodes, or temporary league systems. A character that helped Alira, Kraityn, or Oak should finish with 23 quest points plus the displayed bandit bonus. A character that killed all three should show 24 campaign points in total.
A completed quest is not enough if its reward was never claimed. Check the relevant town NPC when the quest log shows a finished objective but /passives still does not credit the point. Books must also be consumed; leaving one in the inventory does not allocate its point automatically. If the completed total still differs from the intended tree, a PoE 1 custom build review can separate a genuinely missing reward from a difference in character level, bandit choice, or passive-tree version.
All 20 Campaign Passive Respec Points
Refund points do not increase the character's total power directly. Each one allows a normal passive allocation to be removed and reused elsewhere, provided removing it does not disconnect other allocated nodes from the class starting point. The campaign supplies 20 through ten quests.

The /passives command does not audit these 20 refund points. Check the quest state and the reward NPC manually if a free respec reward is missing. Orbs of Regret provide additional refund points later, so missing one of these books does not permanently prevent a build correction. However, collecting the free campaign total reduces the cost of changing a levelling tree into an endgame tree.
Pantheon Powers from Mandatory and Optional Gods
Defeating campaign gods unlocks their base Pantheon powers for that character. These powers are not all active simultaneously: a character can select one major and one minor power, and can switch the active choices in town or the hideout.

Defeating each campaign god unlocks that god's base Pantheon power. Secondary effects require capturing specified Map bosses with Divine Vessels after reaching the Atlas. These upgrades are shared between characters in the same league, but their effects remain disabled on a character until that character completes An End to Hunger. Pantheon upgrades are endgame objectives, are not part of the 23 quest-point total, and do not appear in /passives.
Rewards That Are Permanent but Not Ordinary Passive Points
Several systems persist on a character or within a league but should not be added to the campaign passive total. Mixing these systems together is a common reason players believe a character is missing points.

Item, flask, gem, and jewellery quest rewards are useful, but they are equipment rather than permanent character stats. The two resistance penalties tied to the Act 5 and Act 10 Kitava encounters are also not missing bonuses: the character loses 30% to all elemental and chaos resistances after Act 5 and another 30% after Act 10. Build planning must account for the final total of minus 60%.
Which Optional Quests Should Be Completed Immediately
All Passive Skill Point quests are worth completing eventually. During a fast campaign, prioritize objectives already on the main route and delay only long side areas that the current build does not need immediately.
- Complete on sight: The Way Forward, Victario's Secrets, An Indomitable Spirit, In Service to Science, Kishara's Star, and The Gemling Legion require little extra travel when handled during the first visit.
- Useful early detours: The Dweller of the Deep and The Marooned Mariner provide valuable points before the passive tree is developed.
- Combine rewards: Abberath, Ryslatha, Gruthkul, Yugul, Shakari, and Garukhan grant both a passive point and a minor Pantheon unlock.
- Check before Maps: Kitava's Torments and Vilenta's Vengeance are easy to forget because their zones are not required for story completion.
- Collect free respecs when nearby: Fastis Fortuna and No Love for Old Ghosts do not add power directly but reduce the cost of changing the tree.
The correct priority can change with the build. A character one point short of a defensive notable should make the detour immediately, while a strong levelling setup can postpone a distant side zone until movement speed improves. Run the final /passives audit before spending currency on a large endgame respec.
Common Passive Point and Quest Reward Mistakes
- Expecting 25 campaign points: The current maximum is 24. Quest books provide 23 and Kill All Bandits provides 1.
- Expecting two points from Eramir: Kill All has awarded one point since the 3.25 bandit rework.
- Counting 23 Book of Skill quests: There are 22 relevant books. An End to Hunger supplies two points.
- Assuming all points are mandatory: Most Book of Skill rewards are tied to optional areas or objectives.
- Confusing Fallen from Grace with a passive-point quest: It awards respec points and gem-vendor access, not an additional Passive Skill Point.
- Completing an objective without claiming the reward: Speak to the named NPC and consume the Book of Skill.
- Adding Ascendancy Points to the total: The eight Labyrinth points use a separate tree and are not reported by
