TBC Anniversary Phase 3 changes best in slot planning for every raid role because Black Temple, Battle for Mount Hyjal, Tier 6 armor, new haste and armor penetration items, epic gems, Arena Season 3 gear, and two legendary blades enter the gearing pool together. Blizzard has scheduled the two Tier 6 raids to open on August 27, 2026 in the official Phase 3 announcement.
This guide covers every class and PvE specialization, including separate Feral Cat and Feral Bear plans. It focuses on the set bonus each build should protect, the items that create the largest upgrade, and the conditions that can change a final list. A Phase 3 BiS set is not automatically made only from Phase 3 raid drops. Several Tier 5 pieces, crafted items, reputation rewards, Arena weapons, and older trinkets remain part of optimal setups.
How to Read These Phase 3 BiS Lists
Best in slot means the strongest complete equipment combination for a defined encounter and raid setup. It does not mean that every listed item is the strongest object when examined alone. Hit caps, expertise, racial weapon skill, party buffs, professions, fight duration, armor value, mana requirements, and assignment can all move an item above or below an alternative.
The class sections below use current Black Temple and Mount Hyjal recommendations as the baseline. Always recalculate the complete set before replacing a piece that supplies hit, expertise, a meta gem, or an active set bonus.

The matrix identifies the spine of each build, not an unconditional shopping list. A player should obtain the core set plan first, then solve hit, expertise, mana, and survival with the remaining slots. Items such as Cursed Vision of Sargeras, Skull of Gul'dan, Madness of the Betrayer, Bulwark of Azzinoth, and Warglaives of Azzinoth are heavily contested, so a realistic list also needs alternatives.
The current Tier 6 set reference confirms the token groups, armor slots, and raid bosses used throughout this guide.
Druid Phase 3 BiS Lists
Druid gearing must be separated by role because Balance, Feral Cat, Feral Bear, and Restoration use different set bonuses, stat thresholds, and encounter swaps. The following sections keep those four equipment plans distinct.
Balance Druid BiS
Balance Druids should build around four pieces of Thunderheart Regalia. Head, shoulders, chest, and gloves are a common core, leaving the leg slot open for Leggings of Channeled Elements. Bracers of Nimble Thought, Belt of Blasting or a non hit alternative, and Slippers of the Seacaller complete the haste focused shell. Zhar'doom is the premier two handed weapon, while Maelstrom's Fury with Chronicle of Dark Secrets gives a competitive one hand setup. Skull of Gul'dan and Ashtongue Talisman of Equilibrium are major trinket targets.
Do not copy a fixed Balance list without checking spell hit. The usual self supplied requirement is 12 percent because Balance talents provide part of the cap, and Improved Faerie Fire or Heroic Presence can reduce the amount that must come from equipment. A gear swap that wastes hit can lose value even when it has a higher item level.
Feral Druid DPS BiS
Wolfshead Helm remains the defining Cat item because power shifting changes the value of the head slot. The normal Phase 3 goal is Wolfshead plus four pieces of Thunderheart Harness in the shoulder, chest, glove, and leg slots. Belt of One-Hundred Deaths, Shadowmaster's Boots, and Tsunami Talisman remain central. Vengeful Gladiator's Staff is the top Phase 3 Cat weapon when the Arena requirement is met.
Feral hit planning changes with Improved Faerie Fire and Heroic Presence. Keep a full 9 percent set for unsupported groups and a lower hit set for a raid that consistently supplies the missing chance. Do not gem both versions identically.
Feral Druid Tank BiS
Bear tanks need at least two finished sets. The survival version favors armor, stamina, avoidance, Treads of the Den Mother, Pillar of Ferocity, and defensive trinkets such as Shadowmoon Insignia. The threat version can use Belt of One-Hundred Deaths, Shadowmaster's Boots, and stronger offensive jewelry. Thunderheart pieces are valuable in both plans, but the exact four piece layout depends on whether the encounter demands threat or effective health.
Crit immunity must be checked after every swap. Vindicator Dragonhide pieces can repair resilience or defense gaps, while Insidious Bands can win on raw value when the rest of the set already covers survival requirements. A Bear list without an encounter label is incomplete.
Restoration Druid BiS
Restoration Druids are not forced into four pieces of Thunderheart Raiment because the set bonuses are weaker than the best raw stat combinations. Thunderheart head, shoulders, or chest can still be excellent individual items. Leggings of Eternity, Swiftheal Wraps, Botanist's Gloves of Growth, Memento of Tyrande, and Essence of the Martyr form a reliable throughput and regeneration package.
Haste becomes valuable when it shortens the global cooldown enough to maintain a faster Lifebloom rotation. Around 113 haste is the mathematical threshold for a five global cycle, while practical play normally wants a little more to absorb latency. Crystal Spire of Karabor has powerful direct healing value, but its effect does not trigger from healing over time ticks, so it is less urgent for a Druid than for direct healers.
Hunter Phase 3 BiS Lists
All three Hunter specializations value the Gronnstalker four piece bonus, but they do not use an identical final set. Survival prioritizes agility and gains hit from Surefooted, while Beast Mastery and Marksmanship make different weapon decisions according to boss armor.
Beast Mastery Hunter BiS
Beast Mastery normally uses four pieces of Gronnstalker's Armor with Cursed Vision of Sargeras as the off set helm. Shoulders, chest, gloves, and legs create the stable four piece package. Madness of the Betrayer and Dragonspine Trophy are the premium trinket pair, while Bristleblitz Striker is the ranged weapon target from Archimonde. Physical off pieces such as Insidious Bands and Shadowmaster's Boots help complete the set.
Marksmanship Hunter BiS
Marksmanship follows the same four piece Gronnstalker framework but should not copy a Beast Mastery set without recalculating hit and armor penetration. Cursed Vision is the preferred helmet, and the final melee weapon combination changes between lower armor and higher armor bosses. Halberd of Desolation is a useful early hit solution, while one hand combinations become stronger after the surrounding set can maintain the cap.
Survival Hunter BiS
Survival values agility more heavily because Expose Weakness supports the raid. Gronnstalker's Helmet is therefore a priority for this specialization, while Beast Mastery and Marksmanship normally chase Cursed Vision instead. The final four piece Tier 6 layout uses the helmet and leaves the leg slot open for Bow-Stitched Leggings. Double Blade of Infamy is the preferred dual wield setup, while Halberd of Desolation is a useful early hit weapon. Bristleblitz Striker remains the pure damage ranged target.
Hunter lists must state the assumed boss armor and hit support. Phase 3 introduces meaningful armor penetration, and Beast Mastery or Marksmanship planning commonly separates 6200 armor and 7700 armor targets. Those two specializations need 6 percent equipment hit with Improved Faerie Fire or 9 percent without it. Survival gains hit from Surefooted and normally needs 3 percent from equipment with Improved Faerie Fire or 6 percent without it. Keep Tier 5 active until enough linked upgrades arrive together.
Mage Phase 3 BiS Lists
Mage Phase 3 gearing divides sharply between Arcane and the other two specializations. Arcane preserves its Tier 5 core, while Fire and Frost can move into four pieces of Tempest Regalia.
Arcane Mage BiS
Arcane is the exception to a simple Tier 6 upgrade path. Four pieces of Tirisfal Regalia from Tier 5 remain the foundation of the boss damage set because the bonus continues to outweigh a blind switch into Tempest pieces. Cowl, mantle, robes, and another Tirisfal slot are combined with Phase 3 off pieces. Zhar'doom leads the single target weapon choices, with Tempest of Chaos plus an off hand as a close alternative.
Arcane should maintain separate single target and area damage configurations. Haste is powerful, but its value changes with mana, fight length, cooldown timing, and the number of Arcane Blast cycles the Mage can sustain. Band of the Eternal Sage and Ring of Ancient Knowledge are strong universal targets, while Serpent-Coil Braid stays relevant because of its interaction with Mana Emerald.
Fire Mage BiS
Fire moves toward four pieces of Tempest Regalia. Skull of Gul'dan, Zhar'doom, Bracers of Nimble Thought, and Slippers of the Seacaller are major upgrades. Belt and leg choices must preserve the spell hit target, so the ideal off piece can change when a Draenei or raid debuff supplies additional hit.
Frost Mage BiS
Frost also aims for four pieces of Tempest Regalia, with Robes of the Tempest among the strongest set slots. Cowl of the Illidari High Lord and Shroud of the Highborne are powerful alternatives where the final set layout allows them. Frost remains less common in optimized Tier 6 raids, but its own spell coefficients and hit plan still require a dedicated list rather than a copied Fire setup.
Paladin Phase 3 BiS Lists
Paladin BiS choices depend on whether the character is healing, tanking, or dealing physical damage. Each role uses Lightbringer pieces differently and requires its own weapon, trinket, and stat plan.
Holy Paladin BiS
Holy Paladins can use two or four pieces of Lightbringer Raiment. The two piece bonus supports Holy Light critical healing, while the four piece bonus favors frequent Flash of Light casts. Crystal Spire of Karabor is the leading throughput weapon because direct heals can activate its effect. Blessed Adamantite Bracers, Girdle of Hope, Pearl Inlaid Boots, Memento of Tyrande, and Essence of the Martyr are strong targets around the chosen tier layout.
A tank healing assignment favors intellect, critical strike rating, and sustainable Holy Light casts. A faster Flash of Light plan can take more haste. The correct list depends on which spell consumes most of the encounter, not only on a spreadsheet total for bonus healing.
Protection Paladin BiS
Protection Paladins want four pieces of Lightbringer Armor for their main raid set, particularly when controlling waves during repeated Hyjal Summit clears or handling Black Temple trash. Lightbringer Faceguard supports threat, while Faceplate of the Impenetrable is a mitigation alternative. Tempest of Chaos and Bulwark of Azzinoth form the premium weapon and shield pairing. Girdle of Mighty Resolve, Tide-Stomper's Greaves, Shadowmoon Insignia, and Libram of Repentance cover important defensive jobs.
Maintain block coverage before adding spell damage. Illidan's Shear and other boss mechanics make combat table coverage more important than an isolated threat gain. The AoE set, boss survival set, and resistance set should be saved separately.
Retribution Paladin BiS
Retribution does not need to force four pieces of Lightbringer Battlegear. The two piece bonus helps mana sustain, but the best physical off pieces can win on damage. Cursed Vision of Sargeras, Shoulderpads of the Stranger, Gloves of Searing Grip, Belt of One-Hundred Deaths, Bindings of Lightning Reflexes, and Shadowmaster's Boots create the common armor core. Torch of the Damned is the leading two handed raid weapon, while Dragonspine Trophy remains an outstanding trinket.
Expertise is especially valuable, so removing Belt of One-Hundred Deaths can make a higher level replacement worse. Seal twisting performance also depends on weapon speed and encounter uptime. Sim the complete weapon and armor package together.
Priest Phase 3 BiS Lists
Holy and Discipline draw from the same healing item pool but adjust it for different spell usage and assignments. Shadow follows a separate damage set built around four pieces of Absolution Regalia.
Holy Priest BiS
Holy Priests have two valid set routes. Four pieces of Vestments of the Avatar from Tier 5 remain valuable when Renew and Greater Heal dominate the assignment, while four pieces of Vestments of Absolution provide stronger raw stats and a different bonus profile. Leggings of Eternity is the usual off piece. Swiftheal Wraps, Angelista's Sash, Memento of Tyrande, and Crystal Spire of Karabor are top Phase 3 targets.
Discipline Priest BiS
Discipline uses the same healing item pool because TBC raid healing lists are built by spell usage and assignment rather than by a separate modern Discipline equipment system. A Pain Suppression hybrid can favor mana and direct healing reliability, while a support focused build can carry haste or regeneration swaps. Keep both Tier 5 and Tier 6 pieces until logs show which set bonus the actual spell mix uses.
Shadow Priest BiS
Shadow Priests should secure four pieces of Absolution Regalia. A common plan uses the hood, shoulders, chest, and gloves, leaving the legs open for Leggings of Channeled Elements. Bracers of Nimble Thought, Waistwrap of Infinity, Slippers of the Seacaller, double Ring of Ancient Knowledge, Darkmoon Card Crusade, and Zhar'doom are major targets.
Shadow hit is easy to overcap because talents cover a large part of the requirement. Rebuild gems and off pieces after every tier change. The highest personal damage set may also differ from the set that gives the raid the most reliable mana return over a long progression pull.
Rogue Phase 3 BiS Lists
Rogue armor has a clear four piece Slayer core, but the weapon plan changes by specialization. Combat uses the standard sustained raid setup, while Assassination and Subtlety require build specific weapons.
Combat Rogue BiS
Combat is the standard raid damage specialization and wants both the two piece and four piece Slayer's Armor bonuses. Slayer's shoulders, chest, gloves, and legs are a direct route, with Cursed Vision of Sargeras in the head slot. Insidious Bands, Belt of One-Hundred Deaths, Shadowmaster's Boots, Shadowmoon Destroyer's Drape, Stormrage Signet Ring, and Band of the Eternal Champion complete the physical core.
The Warglaives of Azzinoth are the defining weapon upgrade and remain best for the rest of the expansion. Their rarity means every practical list also needs a non legendary sword setup. Madness of the Betrayer is a major Phase 3 trinket, while older trinkets remain competitive depending on cooldown length and boss armor.
Assassination Rogue BiS
Assassination can reuse the Slayer armor core but cannot blindly copy Combat weapons. Mutilate requires daggers, and poison uptime changes the value of speed and weapon position. Build around four Slayer pieces, Shadowmaster's Boots, Belt of One-Hundred Deaths, and the strongest dagger pair available to the raid. Exact rankings should be simulated because raid debuffs and poison assignments materially affect this off meta setup.
Subtlety Rogue BiS
Subtlety also benefits from Slayer's Armor and the same premium physical off pieces. Its weapon choice must match the selected Hemorrhage or Backstab plan. Because Subtlety is not the standard sustained PvE specialization, there is no honest universal list that ignores talents and rotation. Treat the Combat physical core as a starting point, then calculate weapons, hit, and expertise for the actual build.
Shaman Phase 3 BiS Lists
Elemental and Restoration gain strong Tier 6 set bonuses. Enhancement follows a different route and keeps four Tier 5 pieces until a complete off set package provides a larger total upgrade.
Elemental Shaman BiS
Elemental Shamans want four pieces of Skyshatter Regalia, commonly leaving the leg slot open for Leggings of Channeled Elements. Bracers of Nimble Thought, Flashfire Girdle, Slippers of the Seacaller, and Zhar'doom build the haste caster shell. Maelstrom's Fury with Chronicle of Dark Secrets is the leading one hand alternative.
Skull of Gul'dan is exceptional, but Elemental can waste part of its hit rating when the rest of the set already reaches the cap. The Lightning Capacitor or Icon of the Silver Crescent can remain practical alternatives. Totem of Ancestral Guidance stays in the relic slot.
Enhancement Shaman BiS
Enhancement should not rush into Tier 6. The Skyshatter Harness bonuses are weak for this specialization, while four pieces of Cataclysm Harness from Tier 5 remain useful until several powerful off pieces can replace them at the same time. Cursed Vision of Sargeras, Shoulders of Lightning Reflexes, Midnight Chestguard, Bow-Stitched Leggings, and Shadowmaster's Boots are the main armor targets.
Two slow Syphons of the Nathrezim form a strong raid weapon pair. An Orc can also gain extra value from suitable Arena axes. Match weapon speeds for a stable rotation and do not equip one isolated upgrade if it breaks the Tier 5 bonus without enough compensation. Dragonspine Trophy and Madness of the Betrayer are the premium trinket plan.
Restoration Shaman BiS
Restoration Shamans should prioritize four pieces of Skyshatter Raiment because the Chain Heal set bonuses work together and add substantial efficiency and throughput. Spell haste is a major new stat, but it must be balanced against mana for the assigned fight length. Crystal Spire of Karabor has extremely high priority because Chain Heal can activate its direct healing effect. Memento of Tyrande is the leading regeneration target.
Do not remove the four piece bonus for a single haste item. Secure the full Skyshatter core, then compare off pieces in the remaining slot. A tank focused Shaman and a Chain Heal focused Shaman can use different trinket and haste balances.
Warlock Phase 3 BiS Lists
Affliction, Demonology, and Destruction all build around four pieces of Malefic Raiment. Their differences appear in hit management, spell usage, and the off pieces equipped around that shared core.
Affliction Warlock BiS
Affliction uses four pieces of Malefic Raiment because Shadow Bolt remains a meaningful part of its damage and benefits from the set. Zhar'doom, Skull of Gul'dan, Ring of Ancient Knowledge, and crafted haste pieces are premium targets. The exact off piece depends on spell hit and on how much of the encounter allows full damage over time uptime.
Demonology Warlock BiS
Demonology also builds around four pieces of Malefic Raiment. The six percent increase to Shadow Bolt and Incinerate from the set is too large to abandon for isolated off pieces. Zhar'doom and Skull of Gul'dan lead the contested items, while Bracers of Nimble Thought, a suitable haste belt, and Slippers of the Seacaller fill open slots.
Destruction Warlock BiS
Destruction receives the clearest value from four pieces of Malefic Raiment because its main filler spell directly uses the bonus. Hood, mantle, robe, and gloves are a common layout, leaving room for off set legs. Zhar'doom is the strongest two handed target, while Tempest of Chaos with Chronicle of Dark Secrets is close and can support later gearing. Skull of Gul'dan is the primary trinket chase.
All three Warlock lists must solve hit before maximizing haste. Black Temple progression also requires one Warlock to keep a separate Shadow Resistance tank set for Illidan. Players planning repeated Black Temple runs should reserve bank space for the raid set, resistance equipment, and alternative hit pieces rather than deleting an item after one apparent upgrade.
Warrior Phase 3 BiS Lists
Arms and Fury use physical damage sets built around Onslaught pieces and high value weapons. Protection needs several encounter sets and should not force the tank version of the four piece bonus.
Arms Warrior BiS
Arms Warriors should work toward four pieces of Onslaught Battlegear because the bonus improves Mortal Strike. Cataclysm's Edge is the leading conventional two handed weapon for the Slam build. Dragonspine Trophy remains the main trinket, with Madness of the Betrayer or Badge of the Swarmguard changing value by boss armor and kill time.
A dual wield build with Warglaives can produce exceptional results, but it competes directly with Fury Warriors and Rogues for legendary weapons. Most raid plans should treat Cataclysm's Edge as the realistic Phase 3 destination and assign glaives through a separate long term policy.
Fury Warrior BiS
Fury has two close armor configurations. One protects four pieces of Onslaught Battlegear, while another uses Cursed Vision of Sargeras and rearranges the tier slots. The full Warglaive pair is the largest weapon upgrade. Leggings of Divine Retribution, Belt of One-Hundred Deaths, Shadowmaster's Boots, Dragonspine Trophy, and Madness of the Betrayer are major targets around the chosen tier layout.
Human and Orc racial weapon skill changes the value of non legendary alternatives. Do not publish or follow one universal weapon pair without identifying the character race and the rage profile of the encounter.
Protection Warrior BiS
Protection Warriors need survival, threat, resistance, and block focused sets. The bonuses on Onslaught Armor look useful, but the tank pieces spend too much of their item budget on block rating and can lose value against Tier 5, Arena gear, or non set alternatives. Phase 3 balanced sets therefore use Vengeful Gladiator armor for resilience and threat, selected Fury Onslaught pieces where crit immunity permits them, and dedicated mitigation off pieces rather than forcing four tank Tier 6 pieces.
Bulwark of Azzinoth is the premier shield. The Brutalizer is the main balanced weapon, while Unbreakable Will supports defensive situations and Blade of Savagery gains value for Humans. Shadowmoon Insignia is the major defensive trinket from Black Temple. Faceplate of the Impenetrable and other mitigation pieces help reach the required effective health target. Check crit immunity and crushing blow coverage after every threat swap, especially before Illidan.
Tier 6 Token and Loot Priority
Tier 6 tokens are divided into three class groups. Protector serves Warrior, Hunter, and Shaman. Conqueror serves Paladin, Priest, and Warlock. Vanquisher serves Druid, Rogue, and Mage. Hyjal provides the glove and helm tokens, while Black Temple provides shoulders, legs, and chest.
Token priority should reflect the gain from a completed bonus, not only the strength of one piece. Restoration Shaman, Rogue, Warlock, and several damage specializations gain heavily from completing their set. Arcane Mage may retain four pieces of Tier 5, Enhancement Shaman should delay breaking its Tier 5 bonus, and Restoration Druid does not need to force four Tier 6 pieces. Those differences prevent low value token use.
For non tier drops, give the first item to the specialization that gains the largest complete set improvement. Cursed Vision has intense competition among physical damage dealers, Skull of Gul'dan is wanted by nearly every offensive caster, Crystal Spire is strongest for direct healers, Bulwark of Azzinoth belongs with an active shield tank, and Warglaives require a policy that values attendance and future raid use.
How to Build a Correct Personal BiS Set
A published BiS list becomes useful only after it is adjusted for the actual character and raid. Follow this order to preserve important bonuses and avoid creating a set that misses a required cap.
- Choose the exact specialization, raid role, character race, professions, and expected party buffs.
- Lock the set bonus that creates the largest total gain before comparing individual off pieces.
- Set hit, expertise, defense, resilience, or uncrushability requirements for the selected role.
- Create separate configurations for single target, area damage, high armor, mana intensive, threat, and survival encounters when relevant.
- Sim damage sets and test healing or tank sets against real log assignments rather than using item level as the deciding stat.
- Keep attainable alternatives for every rare drop and every contested token.
Phase 3 BiS is a progression process rather than one final screenshot. A player who preserves a critical set bonus and remains at the required cap will often outperform someone wearing more Tier 6 items with a broken build. Plan upgrades in groups, keep older pieces until the new configuration is complete, and review the list again whenever the raid changes debuffs or party support.
