The build is deliberately not optimized around a final damage simulation that does not exist yet. It gives a fresh character a clear path through Retribution and then adds Protection tools that are useful if you tank leveling dungeons or need more safety in the open world. A pure raid DPS build may spend the last 20 points differently once beta testing exposes final tuning.
