Leveling in World of Warcraft: Forever is a full 1–60 journey built around questing, exploration, dungeons, professions and social play rather than one mandatory speedrun route. Forever adds more than 1,000 quests, nine new five-player dungeons, the Legacy system, Camping, redesigned class progression and new travel connections while keeping Azeroth as a non-scaling world.
Quick answer: the fastest practical way to level is usually a mixed route. Quest through dense nearby hubs, complete dungeons when you have several quests ready, use kill-XP bonuses when your session contains lots of combat, and change activities when travel, waiting or recovery begin consuming more time than useful XP. Endless dungeon spam is not automatically better than questing, and being carried by a vastly overleveled character is deliberately restricted.
This is the main WoW Forever leveling guide. It explains how to level faster, not the exact faction quest order. For zone-by-zone faction routing, use our Alliance Leveling Guide or Horde Leveling Guide.
WoW Forever Leveling: Essential Facts
| Feature | WoW Forever | Leveling Impact |
|---|---|---|
| Maximum Level | 60 | Your leveling plan eventually becomes your first pre-raid gearing plan. |
| Level Scaling | No | Enemy and quest levels matter; forcing a zone too early increases downtime. |
| New Quests | 1,000+ | Old Classic routes remain useful references but are no longer complete. |
| New Dungeons | 9 | New quest bundles and gearing opportunities appear throughout 13–60. |
| Skyborne Start | Zephras Isle, levels 1–12 | Skyborne have their own start before joining Horde or Alliance routes. |
| Riverglades | Mid-30s to mid-40s | Major new alternative to the traditional Classic midgame route. |
| Flying | No | Travel planning, Hearthstone placement, ships and flight paths remain important. |
| Legacy | Account-wide progression | Later characters can gain meaningful leveling advantages. |
| Camping | Shared outdoor camps | Can provide useful buffs, services and recovery during long sessions. |
What Is the Fastest Way to Level in WoW Forever?
There is no single activity that wins in every situation.
The correct question is therefore not “which method gives the most XP?” but:
Which method gives the most useful progress per minute after travel, recovery, group formation and turn-ins are included?
The ExpCarry 20-Minute Leveling Test
This is the method we recommend when comparing two routes instead of trusting a theoretical XP/hour claim.
- Start with an empty XP measurement point.
- Play the route normally for 20 minutes.
- Include travel, drinking, eating, corpse runs, waiting for spawns, group formation and quest turn-ins.
- Record the XP gained.
- Repeat the same test for the alternative activity.
The basic formula is:
Effective XP/min = XP earned ÷ total real minutes spent.
Do not start the timer only when combat begins. Travel and waiting are part of leveling.
Example: a quest circuit that gives 18,000 XP in 30 total minutes produces 600 XP/min. A dungeon that gives 24,000 XP but takes 50 minutes after travel and group formation produces 480 XP/min. The dungeon rewards more XP, but the quest route levels the character faster.
Add Progression Value, Not Just XP
Pure XP/min does not tell the whole story.
A slightly slower dungeon can still be worthwhile when it also gives:
- a weapon upgrade that increases the speed of the next five levels;
- multiple quest rewards;
- a required quest-chain unlock;
- profession materials or recipes;
- a useful flight path or travel unlock along the way.
This is why we do not automatically recommend skipping every activity that is a few percent behind the theoretical fastest XP rate.

View All WoW Forever ServicesQuesting vs Dungeon Leveling
| Situation | Best Choice | Reason |
|---|---|---|
| 4–8 useful quests in one area | Questing | High objective density and little setup time. |
| Several dungeon quests ready | Dungeon | Quest XP, gear and kill XP stack into one run. |
| Dungeon group ready immediately | Dungeon can be competitive | No group-formation penalty. |
| Waiting 15+ minutes for a tank/healer | Keep questing | Idle time destroys XP/min. |
| Quest zone heavily contested | Dungeon or alternate hub | Avoid spawn competition and PvP delays. |
| Next zone is slightly too difficult | Dungeon / grinding / remaining quests | Fill the level gap without repeated deaths. |
Can You Level 1–60 Only Through Dungeons?
You can use dungeons heavily, but Forever is deliberately tuned so that dungeon grinding does not automatically become the dominant leveling method.
Current Forever tuning increased dungeon creature XP compared with earlier testing and corrected mixed-level XP calculations. Blizzard's stated goal is for an excellent dungeon group to be roughly competitive with optimized questing rather than clearly superior.
That creates three useful dungeon patterns:
1. First Clear With Quests
Usually the strongest dungeon use. Collect as many relevant quests as possible before entering.
2. Repeat Clear With a Strong Group
Can work when the group stays together, downtime is low and the dungeon remains appropriate for everyone's level.
3. Random Repeat Spam
Often poor. If every run requires new group formation, summons, replacements or repair trips, outdoor questing usually becomes more competitive.
Power Leveling and High-Level Boosting Are Not the Same Thing
The phrase power leveling can mean two different things:
- optimizing your own character's XP and route;
- using a much higher-level character to carry a low-level character.
Forever restricts the second method. If someone in the group vastly outlevels the enemies being killed, the party can receive no XP from those kills.
That means old Classic-style strategies built around a level-60 character repeatedly destroying low-level dungeons should not be treated as the default WoW Forever leveling meta.
Practical rule: group with characters who actually belong in the content's level range. A coordinated appropriate-level group is different from an overleveled carry.
All Nine New WoW Forever Dungeons by Level
| Dungeon | Levels | Best Leveling Use |
|---|---|---|
| Hall of Thanes | 13–18 | Excellent for nearby Alliance routes and quest bundles. |
| Ruins of Lordaeron | 15–20 | Excellent for Forsaken and Undercity-area Horde routes. |
| Excavation Site | 24–29 | Fits Wetlands progression particularly well. |
| City of Dalaran | 28–33 | Useful during Alterac/Hillsbrad/Arathi transitions. |
| The Drowned City | 35–40 | Useful around Stranglethorn progression. |
| Krol'dok Stronghold | 40–45 | Fits directly into Riverglades questing. |
| Alcaz Prison | 48–53 | Good for characters already using Dustwallow/Kalimdor. |
| Blackmaw Hold | 55–60 | Late leveling plus early endgame preparation. |
| Shaper's Terrace | 58–60 | Final-level dungeon and early level-60 gearing. |
Classic dungeons such as Deadmines, Wailing Caverns, Scarlet Monastery, Zul'Farrak, Blackrock Depths, Dire Maul, Scholomance and Stratholme still matter. The new dungeons expand the options rather than replacing the old ones.

WoW Forever Leveling Zones by Level
This table intentionally stays broad. Exact faction routing belongs in the Alliance and Horde guides.
| Level | Main Goal | Useful Zone Pool |
|---|---|---|
| 1–10 | Finish your racial start efficiently. | Elwynn, Dun Morogh, Teldrassil, Durotar, Mulgore, Tirisfal. |
| 1–12 Skyborne | Finish the dedicated starting experience. | Zephras Isle. |
| 10–20 | Use your faction's natural second-zone network. | Westfall, Loch Modan, Darkshore, Barrens, Silverpine, Stonetalon. |
| 20–30 | Combine dense quest hubs with your first major dungeon runs. | Duskwood, Wetlands, Ashenvale, Hillsbrad, Thousand Needles. |
| 30–40 | Move into contested midgame zones and Riverglades. | Arathi, Stranglethorn, Desolace, Alterac, Riverglades. |
| 40–50 | Use several interchangeable high-density regions. | Riverglades, Tanaris, Feralas, Hinterlands, Searing Gorge, Dustwallow. |
| 50–60 | Level while beginning endgame preparation. | Un'Goro, Felwood, Plaguelands, Winterspring, Silithus, Burning Steppes, Azshara. |
For actual quest-hub order, use the Alliance route or Horde route.
Riverglades: The Biggest Change to Mid-Level Routing

Riverglades contains more than 150 new quests and fills a level range where Classic routes traditionally bounce between several older zones.
Do not interpret that as “complete every Riverglades quest.”
A large quest pool is valuable because you can choose the densest chains and abandon inefficient ones without running out of content.
Krol'dok Stronghold at 40–45 also gives the zone a dungeon that can be inserted without a major travel detour.
Rested XP: When It Actually Helps
Rested experience improves kill XP. It does not simply multiply every quest turn-in.
That makes it particularly useful for:
- mob-heavy quest circuits;
- dungeon sessions;
- grinding level gaps;
- alts that are played in shorter sessions.
If most of your session consists of travelling and turning in quests, a full rested bar is less powerful than it looks.
For exact rested mechanics, Well Rested interaction and addon routing, use our WoW Forever Rested XP Guide.
Food Can Increase Kill XP
Forever's redesigned food system makes Cooking more relevant while leveling.
Many qualifying foods in current Forever data provide a small bonus to XP from enemy kills together with a normal stat benefit.
This matters most in:
- dungeons;
- dense mob camps;
- kill-heavy quests;
- long grinding sessions.
It matters less during travel-heavy or dialogue-heavy quest chains because it does not turn every quest reward into bonus XP.
Check the food tooltip rather than assuming every food item provides the XP effect.
Camping Can Reduce Downtime
Camping is not a mandatory stop before every quest.
Use a camp when it solves a real problem:
- you need recovery before another long circuit;
- a useful profession buff is missing from the group;
- you need repairs or a service available at the camp;
- you are about to begin a long kill-heavy session.
Basic Camps can be expanded with profession-created features. Those features can provide stats, utility and services, but stopping to build an unnecessary camp every few minutes is the opposite of speed leveling.
See our WoW Forever Camping Guide for the complete system.
Legacy Makes Alts Faster Than Your First Character
One of the biggest mistakes in leveling comparisons is treating a fresh launch character and a later alt as identical.
Legacy Points are account-wide, while each character chooses how to spend the available points.
Useful leveling-related perks include:
| Legacy Perk | Leveling Benefit |
|---|---|
| Well Rested | Increases rested XP accumulation and the rested XP cap. |
| Talented | Allows talent points to begin earlier while keeping the same final total. |
| Thrill of Adventure | Restores Health and Mana after qualifying open-world kills, reducing downtime. |
| Frequent Flier | Reduces flight costs and increases flight travel speed. |
| The Quick and the Dead | Improves recovery after death. |
This means an alt can legitimately level faster than your first character even if both follow the same quest route.
Use our Legacy System Guide for full perk planning.
Best WoW Forever Leveling Addons
You do not need a dozen addons to level efficiently.
| Addon | Best Use | Important Limitation |
|---|---|---|
| Questie | Quest locations, objectives and turn-ins. | Use a Forever-compatible build; new Forever content can require updated database data. |
| RestedXP | Step-by-step route guidance. | Use Forever-specific routes rather than blindly importing an old Classic route. |
| Leatrix Plus | Faster looting, quest automation and small quality-of-life improvements. | Enable only the automation you actually want. |
| Leatrix Maps / map addons | Travel and map readability. | Do not overload the map with unnecessary markers. |
Our recommendation: start with Questie or RestedXP plus one light quality-of-life addon. Adding five overlapping quest trackers usually creates more screen clutter than leveling speed.
For current versions and installation instructions, use our WoW Forever Addons Guide. For RestedXP specifically, use the RestedXP Guide.
RestedXP vs Questie: Which Is Better?
| If You Want... | Use |
|---|---|
| A route telling you exactly what to do next | RestedXP |
| Freedom to choose your own route with map information | Questie |
| To discover new Forever content yourself | Questie or the base UI with minimal guidance |
| Maximum structure for a repeat character | RestedXP plus your own route adjustments |
The addon does not make a bad route efficient. If a guide sends you across a continent for one low-value quest while several good quests remain nearby, use judgment.
Best Classes for Fast Leveling
There is no credible universal 1–60 leaderboard that makes one class the mandatory fastest choice in every situation.
| Class / Style | Why It Can Level Efficiently |
|---|---|
| Hunter | Pet tanking, ranged pulls and low downtime. |
| Warlock | Pet support, damage-over-time effects and strong sustained resource tools. |
| Druid | Forms, self-healing, stealth and flexible travel/combat options. |
| Shaman | Healing, flexible damage and Ghost Wolf mobility. |
| Mage | Strong ranged damage, control, food/water and efficient multi-target potential. |
| Paladin | Durability, healing and low death risk, including the new Forsaken Paladin route. |
| Warrior / Rogue | Can level very effectively with strong weapons but are more sensitive to gear and recovery. |
The fastest class for you is often the class whose downtime, deaths and mechanical mistakes you can minimize.
For the wider class comparison, use our WoW Forever Class Tier List.
Solo vs Group Leveling
Solo Is Usually Better When
- your current zone has many independent quests;
- you play in short sessions;
- group formation would take longer than the content;
- your class has low downtime.
Group Leveling Is Usually Better When
- objectives are heavily contested;
- you are killing elites;
- several players share the same dungeon quests;
- your group can continue together for multiple activities.
Forever does not support cross-faction grouping, and characters in different rulesets cannot group for normal world content and dungeons. Build your leveling group inside the same faction and ruleset.
Which Ruleset Is Best for Fast Leveling?
For pure leveling efficiency, Normal has the fewest unpredictable interruptions.
On a PvP ruleset, contested zones can create deaths, corpse runs, ambushes and fights that have nothing to do with XP efficiency. That may be exactly why you chose PvP, but it should be included when comparing leveling times.
Roleplaying does not inherently change the XP system. Hardcore requires a fundamentally different survival-first route once available.
Save Gold for Riding and Useful Training
Do not spend every gold piece on tiny temporary upgrades.
Your leveling budget needs room for:
- important ability ranks;
- profession training;
- food and consumables when useful;
- repairs;
- riding progression.
Ground riding changes travel efficiency dramatically. See our WoW Forever Mounts & Riding Guide for current riding levels, costs and mount sources.
Should You Level Professions While Power Leveling?
Yes, if they fit the route.
No, if every skill point requires a five-minute detour.
Gathering professions are easiest to integrate because the resources appear while you are already travelling and killing mobs. Crafting professions can be worthwhile when they create meaningful gear, consumables or Camping utility.
Use our WoW Forever Professions Guide for profession-specific routes rather than turning this guide into a second profession article.
The ExpCarry Speed-Leveling Session Checklist
- Empty enough bag space before leaving town.
- Repair while already at a vendor.
- Train only abilities you actually need for the next bracket.
- Move your Hearthstone when the new hub will save multiple return trips.
- Collect dungeon quests before forming the group.
- Keep appropriate food active during kill-heavy sessions.
- Unlock flight paths you are likely to reuse.
- Gather profession nodes only when they fit the route.
- After 20–30 minutes, check whether XP/min is still healthy.
- Leave a zone when travel and waiting begin dominating the session.
How to Know When to Leave a Zone
Leave when two or more of these become true:
- most remaining quests are grey or very low value;
- objectives are spread across opposite ends of the zone;
- rare-spawn or escort waiting is consuming several minutes;
- enemy difficulty causes repeated recovery or deaths;
- the next hub has several immediately available yellow/green quests;
- a useful dungeon, flight path or travel connection naturally moves you forward.
Do not leave merely because a guide says “level 30 = new zone.” Your actual quest log matters more than an arbitrary boundary.
How Long Does 1–60 Take?
There is no single honest number that applies to every player.
Your result changes dramatically based on:
- class and spec;
- first character vs Legacy-powered alt;
- Rested XP;
- Normal vs PvP ruleset;
- solo vs premade group;
- professions and gathering;
- addon use;
- dungeon group availability;
- how much of the world and story you choose to explore.
When comparing runs, use active /played time, not calendar days.
Power Leveling Service vs Leveling Yourself
This guide is for players who want to optimize their own 1–60 journey.
If your goal is instead to have progression handled through a dedicated service, the commercial intent belongs on a separate page rather than inside every informational section.
See our WoW Forever Leveling & Power Leveling service for the available options.
What to Do Immediately After Level 60
Do not stop thinking about efficiency when the XP bar disappears.
Your late-50s route should already be moving toward:
- pre-raid dungeon gear;
- profession progression;
- important reputations;
- Mount Hyjal;
- level-60 dungeon quest chains;
- raid preparation.
Continue with our WoW Forever Pre-Raid BiS Guide once you reach 60.
WoW Forever Leveling FAQ
What is the fastest way to level in WoW Forever?
Use dense quest circuits as the baseline and add dungeons when you have several quests, a fast group and low travel time. Measure real XP/min instead of assuming one activity is always fastest.
Is dungeon grinding faster than questing?
Not automatically. Forever is intentionally balanced so efficient dungeon leveling can compete with good questing without making dungeon spam the only correct method.
Can a level 60 boost a low-level character through dungeons?
Forever has anti-boosting XP restrictions. A vastly overleveled party member can cause enemies to grant no XP to the group.
Does Rested XP increase quest XP?
Rested XP primarily improves experience from kills rather than multiplying ordinary quest turn-ins.
Does food increase XP?
Qualifying Forever food can provide a small bonus to kill XP. Check the individual food tooltip.
Does RestedXP work in WoW Forever?
Forever-compatible RestedXP builds and routes exist. Use a current Forever version and remember that new quests and travel routes can make an older Classic route suboptimal.
Does Questie work?
Yes, Forever-compatible Questie builds exist. Keep its database updated because Forever adds many quests that were never part of Classic.
What is the best leveling class?
Hunter and Warlock are strong low-downtime options, while Druid, Shaman, Mage and Paladin also have major leveling strengths. Gear, route and player execution matter enough that there is no mandatory universal winner.
Where should I level?
Use the Alliance guide or Horde guide for faction-specific zone order.
What is the maximum level?
Level 60.
