The recipe is currently Bind on Use rather than Bind on Pickup, so tradable copies can also appear on the Auction House.
The recipe requires Midnight Alchemy 10. That profession requirement belongs to the crafter; it is different from the level requirement on the finished flask. Spending 7,500 Honor buys the recipe, which must then be learned by the alchemist. It does not buy a ready-to-drink stack of flasks.
For a fresh PvP character still saving for equipment, buying a few finished flasks can preserve Honor for immediate upgrades. Purchasing the recipe makes more sense when you already maintain an alchemist or intend to supply many future sessions.

The current effect description says the flask can be used in all rated and unrated PvP environments. Its intended scope therefore includes Arena and rated battleground play rather than only ordinary random Battlegrounds.
At Midnight launch, players reported the buff disappearing when entering Arena. A March 4 bug report documented that behavior, and Blizzard later hotfixed the flask so the effect would no longer be removed upon entering an Arena match. A later update in the item comments likewise reported Arena Skirmishes working again.
That hotfix addressed the buff being removed on Arena entry, but it does not prove that every method of activating the flask inside every rated instance is currently problem-free. A June player report still described the flask as unusable when attempting to consume it inside rated PvP instances, and players have also reported Battleground Blitz issues. These are player reports rather than a current Blizzard statement that the flask is universally disabled in rated PvP. To avoid wasting a bottle, apply it shortly before entering rated content when possible, then confirm that the buff remains active after loading into the match.
The broad PvP wording also does not provide a separate guarantee for every quest turn-in, cache or other source of Honor. Do not apply a 15% estimate to every number labeled Honor without confirming that reward's behavior.
Does It Stack With Other Flasks and Honor Bonuses?
