WoW Forever Retribution Paladin Guide

WoW Forever Retribution Paladin Guide

WoW Forever Retribution Paladin uses a two-handed weapon, Seals, Judgement and Holy Strike to deal melee and Holy damage while retaining healing and group support. The current beta cap is level 30, with the full release scheduled for November 4, 2026. Sacred Arbiter and Vengeance are accessible, and full Talented Legacy progression can also unlock one rank of Champion of the Light. Twist of Light remains beyond the cap. This guide covers practical talent builds, single-target and dungeon priorities, Seal choices, Mana management, weapon upgrades and equipment for every relevant slot. Beta balance and item details may still change before launch.

Short answer: Build around a strong two-handed weapon, Seal of Command, Sanctified Judgement and Sacred Arbiter, then use Judgement and Holy Strike while keeping auto-attacks active. Save Consecration for worthwhile packs, choose the build matching your 21 or 26 available points, and compare Strength and spell damage without sacrificing a major weapon upgrade.

How Retribution Paladin Plays in WoW Forever

Retribution mixes weapon damage with Holy effects rather than using a modern builder-and-spender resource system. Your weapon supplies sustained damage, your Seal adds another effect to melee attacks, and Judgement releases the effect associated with that Seal.

The important change is that Judgement does not consume your active Seal. Maintain the Seal's duration instead of recasting it after every Judgement. Holy Strike adds a regular melee-range attack, while Sacred Arbiter strengthens it and refreshes Judgement effects already on the target.

Retribution has strong emergency support but limited ways to reach a distant opponent. Pursuit of Justice and Blessing of Freedom help you maintain contact; they do not provide a charge or leap. There is also no conventional interrupt. Hammer of Justice can stop a dangerous cast when its target can be stunned.

This page focuses on Retribution damage at the current cap. For Holy, Protection, race choices and broader class information, use the WoW Forever Paladin guide.

Retribution Paladin Weapons: Two-Handers and Defensive Swaps

A two-handed weapon is the normal damage setup. Weapon DPS, damage per swing and useful attributes matter because auto-attacks, Seal of Command and Holy Strike all benefit from your weapon. A slower weapon can provide larger individual Command hits, but speed alone does not justify replacing a much stronger weapon.

Keep the relevant weapon proficiency and weapon skill trained. Changing from a mace to an axe with undeveloped skill can make an apparent upgrade unreliable until that skill improves. A one-handed weapon and shield are useful defensive equipment, but reduce the damage of the two-handed setup and do not turn a Retribution allocation into a complete Protection build. The October 8 beta update restored the ability to swap multiple weapons within the same global cooldown, making prepared two-handed and defensive weapon-swap macros practical again.

Paladin Class Weapons During Leveling

Verigan's Fist is an Alliance Paladin class-quest mace with 25.63 weapon DPS, +5 Stamina, +6 Intellect and +10 Spirit. Its Forever version also has a Holyfire damage proc with an additional benefit against Fire and Earth Elementals. The weapon requires a multi-part quest route, so arrange the relevant dungeon objectives before making separate trips.

Undead Paladins have their own progression toward Wolfsbane, a two-handed sword with 25.59 weapon DPS, +9 Stamina, +10 Intellect and a Holystorm damage proc that is especially effective against Wolves and Worgen. The chain includes A Moon-Kissed Blade, with materials linked to several dungeon objectives. These are faction-specific alternatives, not two weapons every Paladin can collect through the same quest.

Weapon Targets Near Level 30

Corpsemaker from Overlord Ramtusk in Razorfen Kraul requires level 29. It has 28.95 weapon DPS, 3.80 speed, +15 Strength and +8 Stamina, making it a concrete dungeon target for the two-handed setup.

Heavehammer provides a quest-reward alternative with 27.73 weapon DPS, +7 Agility and +26 Attack Power. It is available through the Excavation Site quest follow-ups Prehistoric Prism for Alliance or Earthen Echo for Horde. Quest completion provides a reward route instead of relying on a particular boss drop.

Do not judge an upgrade by weapon DPS alone when comparing class weapons with damage procs. For example, Corpsemaker has stronger basic swings than Verigan's Fist, but the class weapon's proc and your target type still contribute to the comparison. None of these examples is a claim of a fully simulated best-in-slot ranking.

Retribution Paladin Seals and Judgement Choices

Only one Seal can be active on you at a time. Your damage Seals last 30 seconds, and Judgement uses the currently active one without removing it. Changing Seals deliberately can help with a long fight or survival, but repeated switching at level 30 does not grant Twist of Light's Echo effect.

Seal choices for the current Retribution toolkit
SealWhen to use itWhat to remember
Seal of CommandPractical default for the two-handed talent builds in this guide. Its melee proc deals Holy damage based on weapon damage. Its Judgement deals more damage against stunned or incapacitated targets.
Seal of RighteousnessEarly leveling and an alternative when comparing spell-damage equipment or a one-handed setup.Adds Holy damage to each melee attack. Compare actual performance rather than assuming Command always wins with every weapon and gear combination.
Seal of the CrusaderApply its Judgement to a target that will survive long enough to benefit from additional Holy damage.Switch back to your damage Seal after judging. The setup cost is often unnecessary against a weak quest enemy.
Seal of LightSituational recovery after training it at level 30.Trades your damage Seal for healing support. It is not a source of Mana restoration.
Seal of JusticeSituational control against eligible enemies. Its control is not a dependable short-cooldown interrupt. Use Hammer of Justice when an immediate stun is needed.
Seal of FuryHolding an enemy when deliberately using a tank-oriented setup. This is a threat tool. Avoid its taunting Judgement during ordinary dungeon DPS.

Crusader opener: Activate Seal of the Crusader, use Judgement, then activate Command or Righteousness. Once Sacred Arbiter is learned, Holy Strike refreshes existing Judgement effects, so the initial setup can remain useful throughout a long encounter. Applying a different persistent Judgement of your own replaces the previous one; coordinate with another Paladin if the group wants different persistent effects maintained.

Command's stronger Judgement against a controlled target makes Hammer of Justice useful for burst, but a stun may be worth more as protection against a dangerous ability. Do not spend your only immediate stop merely to increase one damage cast when the next enemy spell could kill a player.

Retribution Paladin Talent Builds at Level 30

Level 30 gives 21 class talent points through normal progression. Full Talented Legacy progression moves the first talent point to level 5 and provides 26 points at this cap. It advances access to talents without increasing the eventual 51-point limit. In the October 8 beta build, all beta players received completion of the Legacy Challenge and 16 Legacy Points for testing, but Talented still requires investing the appropriate points in its Legacy progression path.

The following allocations are practical starting points for two-handed questing and dungeon damage. The extended version reaches Champion of the Light because 25 points are invested before its final point. Follow the column matching the points your character actually has.

Retribution allocations with normal and full Talented progression
TalentStandard 0/0/21Talented 0/0/26Purpose
Benediction5/55/5Reduces the Mana cost of instant spells and abilities by 10%.
Conviction5/55/5Adds 5% melee critical strike chance.
Seal of Command1/11/1Unlocks the weapon-based damage Seal.
Sanctified Judgement3/33/3Gives Judgement a guaranteed return of 60% of the judged Seal's Mana cost.
Pursuit of Justice2/22/2Increases movement speed by 15%; does not stack with other movement-speed increases.
Sacred Arbiter1/11/1Increases Holy Strike damage by 20% and refreshes Judgement effects on its target.
Vindication3/33/3Melee attacks can reduce enemy Attack Power and increase your own.
Vengeance1/33/3Non-periodic critical strikes build a Physical and Holy damage bonus, up to three stacks.
Two-Handed Weapon Specialization0/32/3The two ranks increase damage dealt with two-handed melee weapons by 4%.
Champion of the Light0/31/3One rank adds spell damage equal to 20% of Intellect.
Total points2126All points are invested in Retribution.

Talent Order Without Legacy Points

Spend levels 10–14 on Benediction 5/5 and levels 15–19 on Conviction 5/5. Take Seal of Command at 20 and Sanctified Judgement at 21–23, then Pursuit of Justice 1/2 at 24. Those 15 points open Sacred Arbiter at 25; finish Pursuit of Justice 2/2 at 26.

Take Vindication at 27–29, bringing the investment to 20 points, then Vengeance 1/3 at 30. This order prioritizes cheaper combat, a damage Seal, Mana return and travel speed before the critical-strike damage bonus.

Using the Five Extra Talented Points

Add two ranks of Vengeance, two ranks of Two-Handed Weapon Specialization and one rank of Champion of the Light. This makes Intellect contribute directly to spell damage in addition to its resource benefits. The standard 21-point build has no such conversion.

A weapon-focused alternative takes Two-Handed Weapon Specialization 3/3 and skips Champion of the Light, using the same 26 points. Compare the additional weapon-damage increase with the spell damage provided by your actual Intellect; neither option is a universal winner for every equipment set.

Dungeon and PvP Talent Adjustments

For frequent dungeon packs, replace Pursuit of Justice 2/2 with Holy Conduit 2/2. It reduces the Mana cost of Consecration, Exorcism, Holy Wrath and Hammer of Wrath by 40%. At level 30, Consecration and Exorcism are the relevant spells from that list; the talent does not grant the later abilities.

Another damage-oriented adjustment replaces two Vindication points with Improved Judgement 2/2, shortening Judgement's cooldown from 10 to 8 seconds. Preserve the points required in the earlier rows before selecting deeper talents. More frequent Judgements are useful only when you can stay in range and afford the casts.

For humanoid control, the standard build can replace its final Vengeance point with Repentance. This provides an incapacitate instead of the damage bonus. Avoid hitting the controlled target or covering it with Consecration when the purpose is to keep it out of the fight.

Retribution Paladin Rotation and Holy Strike Priorities

Holy Strike has a 10-second cooldown and is learned from level 6. Its level-28 rank deals 36% weapon damage plus additional Holy damage before gear and talent modifiers. Improved Holy Strike was removed from the Holy tree; the shorter cooldown is baseline.

Judgement has a baseline 10-second cooldown and is outside the global cooldown. Holy Strike uses the global cooldown. They can therefore become ready together without forcing you to delay Judgement until another global cooldown finishes.

Single-Target Priority and Solo Questing

Begin with your chosen Blessing, Aura and damage Seal active. Decide whether the target deserves a Crusader Judgement opener; ordinary enemies often die too quickly to repay the extra setup.

  1. Maintain auto-attacks: Stay in melee range and avoid movement that repeatedly loses swings.
  2. Maintain Command or Righteousness: Refresh the Seal when its duration ends or it is removed.
  3. Use Judgement when ready: Keep the current Seal active afterward. Sanctified Judgement helps offset the cost.
  4. Use Holy Strike when ready: With Sacred Arbiter, it also maintains relevant Judgement effects already applied to the target.
  5. Add Exorcism against eligible enemies: Use it against Undead or Demons when the damage is worth the Mana and global cooldown.
  6. Preserve emergency Mana: A necessary heal, Purify or Blessing of Freedom can be more valuable than another damage cast.

Exorcism is not a general-purpose attack against every creature type. Its level-28 rank remains restricted to Undead and Demon targets. Also, Hammer of Wrath is trained at level 44, so there is no Hammer of Wrath execute step in the current level-30 rotation.

Finish a nearly defeated enemy with weapon swings when another spell would create avoidable downtime. Against a harder elite, spend resources more actively, use a stun before a dangerous cast completes and heal before the next hit becomes lethal.

Dungeon Packs, Consecration and Threat

Consecration is baseline from level 20, with another rank at 30. Enemies in its area take periodic Holy damage, and the first four enemies entering receive additional damage. It can affect more than four targets; four is the threshold for the stronger treatment.

Let the tank gather the pack before placing it. Keep Judgement, Holy Strike and weapon attacks on the priority target while enemies remain in the damage area. If the group moves out immediately, you lose much of the value of the cast. Avoid breaking nearby crowd control. The October 8 beta build also opened the new City of Dalaran dungeon for testing; its available rewards should be assessed separately rather than treated as established Retribution best-in-slot equipment.

Keep Righteous Fury disabled while playing dungeon DPS, and avoid Seal of Fury's taunting Judgement. The listed builds do not include Instrument of Law's later threat reduction. If another Paladin can provide Blessing of Salvation, it can help with group threat without forcing you to abandon your own damage Blessing.

PvP and Dangerous Solo Targets

Use Blessing of Freedom to stay mobile through movement impairments, Hammer of Justice for an immediate eligible stop and your healing spells to recover when you have room to cast. Pursuit of Justice improves movement but does not solve every ranged matchup.

When using Repentance, choose whether you need time to heal, approach or separate one opponent from the fight. Damage breaks its control. Do not treat it as a stun that lets you freely damage the target for its entire duration.

Auras, Blessings and Paladin Class Quests

Your support choices should match the party and encounter. A damage build still contributes through Blessings, defensive utility, poison and disease removal, emergency healing and resurrection.

Blessing of Might supports weapon damage, while Blessing of Wisdom can improve Mana recovery. Blessing of Kings is a baseline level-20 spell rather than a required talent. Blessing of Might lasts one hour. One Paladin cannot keep all of their different Blessings on the same recipient simultaneously; coordinate assignments when multiple Paladins are present.

Devotion Aura is useful against physical attacks, Concentration Aura helps casting through incoming damage, and available resistance auras can address specific encounters. Retribution Aura deals damage when enemies attack an affected ally, rather than multiplying all of your Holy damage. The October 8 beta update fixed the aura's incorrect use of the attacked target's Spell Power: it now scales from the casting Paladin's Spell Power. The same update reduced its base damage by approximately 33% and its Spell Power coefficient from 13.3% to 6%, so older damage comparisons are no longer reliable.

Complete the appropriate Redemption class quest so resurrection is available when the group needs it. Prepare the faction-specific weapon chain before its dungeon visits. Alliance Paladins can also pursue Return to Delgren for Cloak of the Divine Storm, which has +5 Strength, +5 Stamina and up to +8 Holy damage. The current documented route is Alliance-specific; do not assume an Undead character can complete the same chain.

Retribution Paladin Mana Management and Recovery

Mana pays for damage and support, so efficient Retribution play involves deciding which casts meaningfully improve the encounter. A fast kill is less useful if every ordinary pull empties your resources and forces a long recovery.

Benediction, Sanctified Judgement and Holy Conduit

Benediction discounts instant spells and abilities. Sanctified Judgement returns Mana based on the judged Seal's cost; its full-rank tooltip specifies a guaranteed return of 60%. This does not mean every Judgement restores 60% of your total Mana, and you do not need to consume and recast the Seal for the mechanic.

Holy Conduit is a selective discount for its named abilities, not a blanket reduction to every Paladin spell. It can make repeated dungeon Consecrations more sustainable, but it does not make area damage free or remove the need to recover between demanding pulls.

Reducing Downtime Without Losing Important Utility

Cut low-value Consecrations, unnecessary Crusader openers and early Seal refreshes before sacrificing a necessary heal or defensive Blessing. Use food, drinking water and appropriate Mana potions, and recover before another dangerous pull instead of beginning it with almost no resources.

Spirit supports normal Mana recovery, while Blessing of Wisdom provides another recovery option. Judgement of Wisdom and Seal of Wisdom belong to level 38 progression, so do not include them as current-cap sustain tools. Seal of Light at 30 addresses health rather than Mana.

Healing can suffer from incoming damage delaying the cast. Use control and positioning to create a safer healing opportunity where possible. Keep damage and support buttons independently accessible rather than relying on a sequence that spends your last Mana before an emergency.

Retribution Paladin Gear, Stats and Preparation

Start with weapon quality, then compare the offensive, resource and defensive value of each armor or jewelry upgrade. Strength and spell damage support different portions of your output, so a rigid Strength-only shopping list can miss useful Forever equipment.

Strength increases melee Attack Power. Agility helps melee critical strike chance, and qualifying non-periodic critical strikes activate Vengeance. Spell damage improves the Holy components of the toolkit, including Seals, Judgement, Holy Strike and Consecration. A Leather piece can therefore be a damage upgrade over Mail when its attributes are better, although the Armor loss matters when enemies hit you.

Intellect expands your Mana resources and contributes spell damage only when Champion of the Light is actually allocated. At one rank, the conversion is 20%, not the obsolete full-Intellect conversion from early beta descriptions. Champion of the Light does not increase healing. Stamina improves survival; Spirit contributes recovery. Assess Hit and Expertise against the enemies you actually fight rather than importing a level-60 raid cap into a level-30 dungeon setup.

Retribution Paladin Level-30 Gear for Every Slot

This checklist covers every combat equipment slot, including the Libram and an optional one-handed defensive setup. It offers specific upgrade routes, not a simulated universal BiS set. Listed values are from current Forever item records; rare spawns, quest difficulty, recipes and reputation affect how quickly you can obtain each piece. The list is not exhaustive, especially while new beta dungeon rewards continue to be tested.

Relic / LibramTenets of the Silver HandIncreases damage against Undead by 1%; level 20.Forever Enchanting craft requiring skill 130; binds on pickup. Its damage benefit is target-specific.

Spell-damage alternatives: Crusader's Silvered Chain Helm requires level 20 and provides +9 Stamina and up to +11 spell damage/healing. Crusader's Gloves provide +3 Strength, +5 Stamina and up to +5 spell damage/healing from level 15. Both are bind-on-pickup Blacksmithing crafts, so they are alternatives for characters with the appropriate crafting route, not ordinary tradeable purchases.

Prioritize a useful weapon, then fill weak slots through quests and crafts before repeatedly farming rare enemies. Shirts and tabards do not supply the combat improvements covered here. The shield rows describe an alternative setup; they are not two additional slots usable with your two-handed weapon.

Professions and Useful Preparation

Blacksmithing with Mining supports weapon and Mail crafts, while Alchemy provides potions and consumables. Enchanting includes the Paladin Libram listed above. Evaluate bind-on-pickup rewards and recipe requirements before selecting a profession for one particular item. Forever's Camping system adds profession-based benefits: a Blacksmithing Sharpening Wheel provides Strength, a Skinning Camp Chair offers critical strike chance, and an Alchemy Mana Well supplies Mana regeneration. The Mining Lodestone, Fishing Fish Bowl and Alchemy Mana Well provide effects comparable to Blessing of Might, Blessing of Kings and Blessing of Wisdom respectively, so equivalent camp effects and Blessings do not stack. Select camp features that complement the buffs already provided by your group.

Bring food, water and suitable potions. Keep Hammer of Justice, Purify, Blessing of Freedom, Blessing of Protection and your healing spells easy to use. At this cap, Purify removes Poison and Disease; the broader Magic removal from Cleanse is a later level-42 spell.

Retribution Progression After Level 30

The next steps describe current talent and spell records beyond the playable cap. They explain what the present build is moving toward, without claiming that a final level-60 rotation or raid equipment set has already been tested.

From the standard 21-point allocation, the next five points can complete Vengeance, add Two-Handed Weapon Specialization 2/3 and unlock Champion of the Light 1/3, matching the extended build above. Later points can finish those damage talents and add Instrument of Law for threat control while Righteous Fury is inactive.

Twist of Light requires 30 previous Retribution points and is therefore a 31-point talent. Normal progression reaches that depth at level 40; full Talented progression can reach it at 35. Neither route reaches it in the level-30 beta.

The talent reduces Seal Mana costs by 20%. Replacing Command, Righteousness, Fury or Justice with a different Seal creates an Echo of the replaced Seal, which adds its effect to your next melee attack and is then consumed. This later mechanic should not be inserted into the current rotation as though repeated Seal swapping already grants it.

Additional training also changes the toolkit: Seal of Wisdom and its Judgement arrive at 38, Plate armor at 40, Cleanse at 42 and Hammer of Wrath at 44. Earlier talent points do not bypass trainer requirements. The WoW Forever talents guide explains the broader progression and reset system.

Retribution Paladin FAQ

These answers cover role and equipment restrictions that are easy to confuse with later Paladin versions.

Can this Retribution build use Holy Shock at level 30?
No. Holy Shock is reachable through a substantial Holy talent investment, not automatically granted to every level-30 Paladin. Taking that route means changing the allocation shown here.

Can Retribution heal a leveling dungeon?
The class retains healing spells, but main-healing a dungeon needs suitable healing equipment, enough Mana and appropriate coordination. The two-handed damage gear list is not a healer equipment set.

Why can I not wear Plate at the beta cap?
Plate proficiency is learned at level 40. At 30, compare suitable Mail and lower-Armor pieces by their actual offensive and defensive value.

Can I keep separate Retribution and Protection talent setups at level 30?
Dual Specialization is a level-40 feature. At the current cap, changing the talent allocation requires a talent reset rather than switching between two saved specializations.

Conclusion

Choose the Retribution build matching your available talent points and make your weapon the first major upgrade target. Maintain your damage Seal, use Judgement and Holy Strike efficiently, and reserve Mana for meaningful area damage and support. Fill every equipment slot through practical routes while treating the shield setup as a defensive alternative. Use profession and camp benefits that complement your group, and reassess the build when higher-level progression makes Twist of Light and the later training milestones playable.
