Pre-raid gearing in World of Warcraft: Forever is not the same as copying a Vanilla or Classic Era BiS list. Blizzard has reworked dungeon loot across the game, added hundreds of items, improved quest rewards and changed many set bonuses, while Blackmaw Hold and Shaper's Terrace add two new endgame dungeon sources. The result is a larger level-60 gearing pool built around dungeons, Dungeon Set upgrades, quests, professions, reputations and selected world drops.

Short answer: start with the level-55-60 and level-58-60 dungeon circuit, collect the strongest quest rewards along the way, and treat Dungeon Set 2 as a major gearing path rather than assuming every old Classic BiS item remains best. Your final pre-raid set should be built around your spec's important stats and raid role, not around item level alone.

Updated: September 24, 2026. The World of Warcraft: Forever beta is live, but the current test is capped at level 20 and Blizzard says the cap will rise only to 30 later in the beta. Level-55-60 and level-58-60 dungeons therefore cannot be tested directly yet. This guide uses confirmed Forever systems, current database data and clearly labeled Classic reference information without presenting untested level-60 boss drops as final.

How Pre-Raid BiS Works in WoW Forever

Pre-raid BiS is the strongest practical gear combination available before entering Forever's raids, but as of September 24 the exact level-60 item tables are not fully testable. Treat the priorities below as a pre-launch gearing framework rather than a finalized slot-by-slot BiS list. Hit, weapon choice, set bonuses, healing stats, survivability and profession options can make a theoretically stronger standalone item worse for your actual build.

The largest change from old Classic lists is itemization. Blizzard has reviewed every dungeon drop, upgraded many existing rewards, added hundreds of new items and improved rewards from dungeon quests. Unique dungeon boss items are also intended to remain meaningful rather than functioning as disposable leveling gear.

This means old Classic pre-raid lists are useful for identifying familiar bosses and likely gearing routes in Dire Maul, Blackrock Spire, Scholomance and Stratholme, but they cannot be used as final Forever loot tables. Blizzard has re-examined every dungeon drop and added hundreds of new drops, so returning boss loot must be rechecked once the relevant high-level beta content or launch data is available.

Best Pre-Raid Gear Sources

The strongest pre-raid route should combine several sources instead of repeatedly farming a single dungeon. Start collecting useful items before level 60, then concentrate on the high-level instances and upgrade systems that can continue improving your character at the cap.

Important: the returning dungeon encounters below use Classic mechanics and loot as reference points only. Blizzard has reworked dungeon itemization for Forever, so none of the listed legacy drops should be treated as guaranteed final Forever loot until the level-60 content is testable. Blackmaw Hold and Shaper's Terrace are new Forever dungeons, and their level-60 boss rosters, abilities and loot tables have not been publicly verified as of September 24.

Dungeon Set 2 Summon Bosses

The Dungeon Set 2 questline also uses special summon encounters in returning dungeons. These are especially relevant because their current Forever database entries still point to the classic Tier 0.5 progression. Their mechanics and rewards can still change before launch, so use the list below as a verification checklist rather than a promise of final drop rates.

Dungeon Set 2 for Every Class

Dungeon Set 2 remains one of the clearest level-60 gearing paths visible in the current Forever data. The sets and their upgrade questline are present, while recent datamining shows Blizzard testing revised set bonuses and additional breakpoints. Because those bonus changes are pre-release data and the public Forever item pages can still display older 2/4/6/8 values, treat exact set bonuses as provisional until Blizzard exposes the level-60 build or the launch database is finalized. That does not mean every spec should automatically equip eight pieces, but each class should evaluate its upgraded set before replacing those slots with independent dungeon drops.

Do not equip an eight-piece set purely because it has a complete bonus chain. Recent Forever datamining shows revised 2-, 3-, 4-, 5- and 6-piece bonus structures being tested on Dungeon Sets, while some database pages still show legacy 2/4/6/8 breakpoints. Recheck the final bonus structure at launch, then compare the useful breakpoints for your class against stronger standalone dungeon pieces, especially in slots carrying Hit, healing power, spell damage or important weapon-related stats.

Warrior Pre-Raid BiS Priorities

Warrior gearing changes substantially between DPS and tanking. Arms and Fury should build around their weapon and offensive stat requirements, while Protection needs enough survivability to tank raid-level enemies without giving up all of its threat generation.

For DPS Warriors, a major weapon upgrade is normally worth pursuing before small armor improvements. Protection should instead eliminate weak defensive slots early so the group is not forced to compensate for avoidable incoming damage.

Paladin Pre-Raid BiS Priorities

Paladin specs want very different gear despite sharing the same class armor set. Holy values healing efficiency, Retribution focuses on physical damage and weapon quality, while Protection needs enough durability and threat-oriented stats to hold enemies consistently.

Holy Paladins should not assume plate is automatically superior to a cloth, leather or mail healing piece. At level 60, the healing and Mana value of an item can matter more than its armor category when the encounter does not expose the healer to direct damage.

Hunter Pre-Raid BiS Priorities

Hunter gearing starts with ranged weapon quality and then builds a balanced physical DPS set around Hit, Agility, Attack Power and Critical Strike. Forever is testing revised Hunter dungeon-set bonuses, including pet-oriented effects in current datamining, so set breakpoints deserve attention, but the final values should be rechecked at launch.

Do not sacrifice a substantially better ranged weapon simply to preserve an armor set bonus. Weapon DPS affects too much of the Hunter's core output for that trade to make sense unless the set breakpoint is exceptionally strong.

Rogue Pre-Raid BiS Priorities

Rogue pre-raid gearing revolves around weapons, Hit and efficient Agility or Attack Power pieces. Darkmantle remains important to evaluate because Forever is testing revised dungeon-set bonuses, but the exact final bonus structure should not be treated as locked before level-60 testing.

Your weapon setup should match the abilities and talents actually used by the build. A weapon that is excellent for one Rogue setup may be noticeably weaker when its speed or weapon type does not fit another.

Priest Pre-Raid BiS Priorities

Healing Priests and Shadow Priests should not use the same list. Holy and Discipline primarily need efficient healing and Mana sustain, while Shadow focuses on offensive spell stats and enough Hit for raid targets.

Healers should keep multiple useful trinkets rather than looking for one universal pair. Mana-heavy progression fights and shorter throughput checks can favor very different effects.

Shaman Pre-Raid BiS Priorities

Shaman is another class where one universal gear set does not work. Elemental needs caster stats, Enhancement depends heavily on weapon and physical damage gear, and Restoration prioritizes healing throughput and Mana efficiency.

Because Five Thunders is designed as a hybrid set, the optimal number of pieces can differ sharply between Elemental, Enhancement and Restoration. Evaluate the relevant breakpoint rather than forcing the entire set onto every Shaman.

Mage Pre-Raid BiS Priorities

Mage pre-raid gear should provide enough spell accuracy for raid targets before stacking additional damage and Critical Strike. The exact balance between general spell damage and school-specific bonuses depends on the build being used.

A caster should compare complete stat packages instead of automatically choosing the item with the largest spell-damage number. Losing too much Hit or Mana efficiency can make the nominal upgrade worse once the entire set is considered.

Warlock Pre-Raid BiS Priorities

Warlocks want offensive spell power without ignoring spell accuracy and survivability. Deathmist remains an important dungeon-set path visible in the current Forever database, including individual pieces with offensive spell stats, but its final set-bonus tuning still needs launch verification.

Warlock gear should be evaluated against the actual raid build. A piece optimized for sustained Affliction damage can lose value in a Destruction setup that benefits more from different offensive stats.

Druid Pre-Raid BiS Priorities

Druid has the widest range of gearing requirements because Balance, Feral DPS, Feral tanking and Restoration value fundamentally different stats. Feralheart is deliberately hybrid, so it should be treated as a source of useful set breakpoints rather than one universal eight-piece solution.

Feral tanking in particular should not be judged by the same item rules as a Warrior or Paladin tank. High armor and the stats that continue to function effectively in Bear Form can make unusual leather pieces more valuable than gear that looks stronger on the character sheet outside form.

Best Order to Farm Pre-Raid Gear

The fastest gearing route is usually the one that upgrades several slots at once instead of chasing one low-drop-rate item immediately. Start with guaranteed quest rewards and broad dungeon upgrades, then narrow the farm to the final pieces that actually improve your raid set.

  1. Start before level 60. Run Blackrock Depths and Blackmaw Hold while their quests and drops still provide both leveling and gearing value.
  2. Complete level-60 dungeon quests. Forever has upgraded many quest rewards, so check the reward before assuming a boss drop is automatically better.
  3. Farm your highest-density dungeon. Choose Dire Maul, Scholomance, Stratholme, UBRS, Blackmaw Hold or Shaper's Terrace based on how many useful slots the run can improve.
  4. Collect Dungeon Set pieces. Save relevant Dungeon Set 1 pieces if you plan to progress through the Dungeon Set 2 questline.
  5. Fill crafted gaps. Use professions when a crafted item is competitive and removes the need to chase a poor-drop-rate dungeon piece.
  6. Finish accessories and weapons. Once most armor slots are stable, target the specific weapon, trinket, ring or necklace still holding the build back.
  7. Recheck the complete set. Avoid breaking Hit requirements or an important set bonus simply because one new item has more raw stats.

Professions in Pre-Raid Gearing

Professions matter most when they provide a strong deterministic item or fill a slot with weak dungeon alternatives. Forever is expanding profession progression and tying more recipes to its wider reward systems, so crafted equipment should be checked before committing to a long dungeon farm.

Do not choose a profession solely because an old Classic guide calls one crafted item BiS. Forever's rewritten dungeon rewards can change the opportunity cost considerably, and a slightly weaker crafted item may still be the better practical choice if it removes dozens of dungeon runs.

Which Reputations Matter Before Raids?

Reputation farming should have a concrete reward behind it. Do not push a faction to Exalted only because it appeared in an old Classic checklist; check whether your class actually gains a recipe, enchant, item or progression unlock from that standing.

Argent Dawn remains particularly relevant to the level-60 dungeon circuit because Scholomance and Stratholme feed directly into its progression, while its rewards include profession recipes and other endgame utility. Dungeon Set 2 progression also intersects with the wider level-60 quest network, making Plaguelands and endgame dungeon runs efficient places to combine several objectives.

Other reputations should be evaluated by spec and profession. A recipe needed for your best crafted item can make a faction important to one character and largely optional to another.

When Is Your Character Ready for the First Raids?

Forever launches on November 4, 2026, while Barrow Deeps and Hyjal Summit are scheduled to unlock on December 9. You should not need every theoretical pre-raid BiS item before entering those raids. A raid-ready character needs a coherent set with the important accuracy or survivability requirements covered, current weapons, useful enchants and consumables, and no obviously weak leveling pieces remaining in critical slots.

  • Your primary weapon or weapons should be appropriate for the build.
  • DPS should avoid entering with major accuracy problems caused by an unbalanced gear set.
  • Tanks should have a stable defensive set rather than maximizing threat at the cost of basic survivability.
  • Healers need enough Mana efficiency to survive sustained encounters, not just the highest possible single-heal number.
  • Important gear should be enchanted where the cost is reasonable.
  • Carry alternative trinkets or resistance pieces when an encounter gives them a clear purpose.
  • Complete high-value dungeon quests before repeatedly farming one low-drop-rate item.
