The WoW Forever beta now has a level-30 cap, which changes Rogue progression much more than simply adding ten levels to the previous guide. Combat can now reach Blade Flurry, Assassination can reach Mutilate, Subtlety can reach Hemorrhage, every Rogue gains Deadly Poison and Coup de Grace at level 30, and the class has Cheap Shot, Kidney Shot, Vanish, Distract and stronger poison options available at the current cap. The October 1 beta build also fixed Expose Armor losing all Combo Points when it missed and corrected the Subtlety talent Setup. Several old assumptions are now obsolete: Restless Blades is not part of the current Combat talent tree, Blind is above the current cap, and Venom remains a level-40 Assassination talent rather than a level-30 ability.
Short answer: Combat remains the safest general Rogue leveling build at level 30 because it works with almost any strong weapon upgrade and reaches Blade Flurry. Assassination becomes a real alternative at 30 through Mutilate, Deadly Poison and Coup de Grace, while Subtlety is the strongest control-oriented direction for players who prioritize Stealth and PvP tools.
What Is the Best Rogue Spec in WoW Forever?
All three Rogue trees deal melee damage, but level 30 now exposes enough of each tree to make their differences meaningful. Combat is the easiest route for a first Rogue because it has low setup requirements and does not require two daggers. Assassination becomes much more complete exactly at level 30 when Mutilate and Deadly Poison arrive. Subtlety is less straightforward for raw PvE leveling but has the most control-oriented toolkit through Stealth, Cheap Shot, Hemorrhage, Preparation-style utility and later bleed talents.

Combat is therefore the best default recommendation, not a universal winner. A Rogue who already has two strong daggers and specifically wants poison gameplay can reasonably switch to Assassination at 30, while PvP-focused players may value Subtlety's control more than Combat's easier sustained damage.
WoW Forever Rogue Changes: Talents and Core Mechanics
Forever keeps the familiar Energy and Combo Point foundation but changes enough of the class that an old Classic build should not be copied directly. Energy regenerates smoothly rather than around the old discrete tick timing, poisons scale with Attack Power, misses can be less punishing than in original Classic, and several talents have been replaced or reorganized.

Level 20 is no longer the beta endpoint, but it remains an important Rogue breakpoint because Poisons become available. The early Combat route below prepares directly for the level-30 Blade Flurry build instead of taking positional dagger talents that a general questing Rogue may not use consistently.

At this stage the actual gameplay remains simple. Open from Stealth when it saves time, build Combo Points with Sinister Strike, use Slice and Dice when a target or chain of targets will live long enough to benefit from the attack-speed increase, and use Eviscerate to finish shorter enemies. From level 20, add weapon poisons to the setup instead of treating them as an endgame-only system.
A dagger-focused player can use Puncturing Wounds and Backstab more heavily, but the general Combat route is easier in solo content because it does not require staying behind every target.

The current general leveling route goes directly to Blade Flurry while improving Sinister Strike, Eviscerate, Hit, defensive cooldown availability and off-hand damage. This is a much cleaner level-30 endpoint than the older Restless Blades version of the build.

Dungeon variant: if you interrupt constantly, points can be moved toward Improved Kick. Parry/Riposte variant: a solo player fighting many melee enemies can use Deflection and Riposte instead of part of the Dodge-oriented path. The standard build above is simply the most straightforward all-purpose route.
Level 30 is also a larger class breakpoint than the talent point alone suggests. Every Rogue can now use Kidney Shot, Deadly Poison, Coup de Grace and Disarm Trap, while Assassination and Subtlety can independently reach Mutilate and Hemorrhage if you respec into those trees.
Level 60 Rogue Builds and Current Simulation Signals
Level 60 is still outside the playable beta, so none of these numbers should be presented as final raid performance. The latest public snapshot also differs substantially from the older version of this article: Combat currently has the highest Rogue result in that specific simulation set, while Assassination and Subtlety are both lower.

These are fixed level-60 theorycraft presets, not combat logs. They predate the October 1 level-cap increase and additional live beta testing. Final rankings still depend on level-60 weapons, Hit requirements, boss armor, poison scaling, positional uptime and encounter design.
Rogue Poisons and the Poison Quest in WoW Forever
Poisons unlock at level 20 and are a core part of Rogue progression rather than a small optional bonus. Forever makes them more important by letting poison damage scale with Attack Power and by allowing poisons to coexist with effects such as Windfury Totem and sharpening effects. At level 30, Deadly Poison and Coup de Grace add a new interaction even for Combat Rogues.

General Combat leveling: Instant Poison works well while most enemies die quickly. At 30, Deadly Poison becomes attractive on the faster off hand because repeated off-hand swings can build stacks while Coup de Grace increases Eviscerate damage by 2% per Deadly Poison stack.
Assassination at 30: keep the target poisoned before relying on Mutilate's 20% poisoned-target damage bonus. Deadly Poison is particularly useful because it remains on the target between weapon swings rather than dealing one instant hit and disappearing.
The poison system still has a class-quest component in current Forever data. The underlying quest structure remains faction-specific:

Train Lockpicking while leveling instead of ignoring it until the poison quest. The current Forever quest records still contain lock/pickpocket-style objectives, but old Wowhead comments and historical quest text are mixed into those records. For that reason, this guide does not hard-code a launch lockpicking threshold or NPC coordinates until the exact Forever client flow is stable.
Rogue Weapons, Dual Wield and Axes
Weapon upgrades are among the largest Rogue leveling improvements. Current Forever class data supports one-handed axes in addition to the familiar swords, maces, daggers and fist weapons, and deeper Combat eventually combines the old weapon-specialization talents into Hack and Slash.
- Swords / axes: full Hack and Slash later gives attacks a chance to trigger an additional attack.
- Daggers / fist weapons: Hack and Slash instead increases Critical Strike chance.
- Maces: Hack and Slash allows attacks to ignore part of the target's armor.
- Mutilate: requires a dagger setup and is built around hitting with both weapons.
Main hand: for standard Sinister Strike Combat leveling, prioritize a high-damage main-hand weapon. A slower weapon with strong top-end damage is usually attractive because Sinister Strike adds damage to the main-hand strike.
Off hand: prioritize good DPS first, then consider speed. Once poisons become important, a faster off hand can generate more poison-application opportunities. At level 30 this pairs naturally with Deadly Poison and Coup de Grace.
Do not keep an obviously weaker weapon simply to preserve a future Hack and Slash category. Hack and Slash is deeper than the current 21-point Combat build, and its purpose is specifically to make more weapon families viable.
Combat Rogue Leveling Rotation at Level 30
Combat remains simple, but level 30 adds enough control and cooldowns that correct Energy and Combo Point management matters. The goal is not to reach five Combo Points before every finisher regardless of target health; use the number of points that makes sense for how long the enemy will live.
Normal single-target pull:
- Start in Stealth when doing so does not waste travel time.
- From level 26, use Cheap Shot when its stun and two Combo Points are useful. Use Ambush when you are using the correct dagger setup and want immediate burst.
- Use Slice and Dice early on enemies that will live long enough for the attack-speed increase to repay the Energy and Combo Points.
- Build with Sinister Strike.
- Use Eviscerate to finish short targets rather than overbuilding Combo Points.
- At level 30, allow Deadly Poison stacks to improve Eviscerate through Coup de Grace on longer targets.
- Use Kidney Shot when preventing incoming damage is more useful than an immediate damage finisher.
- Kick dangerous casts instead of treating the interrupt as a DPS loss.
Two-target pull: establish both enemies, activate Blade Flurry and focus the target you want to kill first. Blade Flurry strikes only one additional nearby enemy—it is not unlimited AoE. Do not activate it beside a Sapped, Gouged or otherwise crowd-controlled enemy because the copied weapon attacks can break your own control.
Defensive cooldowns: use Evasion before a dangerous melee pull has already reduced you to critical Health. With 2/2 Endurance it returns far more frequently. Vanish, available from level 22, is a real reset tool; stop attacking before using it so an automatic swing does not immediately pull you back out of Stealth. Sprint is both an escape and a leveling-speed cooldown.
Energy: avoid sitting at maximum Energy while you can attack, but do not mash abilities the instant enough Energy appears. Pooling before Kidney Shot, Kick, an Eviscerate window or a target swap can be more valuable than one poorly timed extra Sinister Strike.
Assassination Rogue: Mutilate, Deadly Poison and Venom
Assassination changes dramatically at level 30. Until then it levels with the normal Rogue builders, but the 21-point Mutilate talent creates the first complete poison-linked rotation. The current cap also lines up perfectly with Deadly Poison and Coup de Grace, so level 30 is the first point where Assassination can be evaluated as more than a future level-60 projection.
A practical 21/0/0 level-30 Assassination core uses Malice 5/5, Remorseless Attacks 2/2, Ruthlessness 3/3, Murder 2/2, Relentless Strikes 1/1, Lethality 5/5, Cold Blood 1/1, Vile Poisons 1/5 and Mutilate 1/1. In Beast- or Undead-heavy leveling areas where Murder does not help, those points can be moved into a more generally useful option such as Improved Slice and Dice.
Mutilate: at rank 1 on level 30, it costs 60 Energy, attacks with both weapons, awards two Combo Points and deals 20% more damage if the target is poisoned. This is why two appropriate daggers and reliable poison uptime matter much more to Assassination than to general Combat leveling.
Level-30 Assassination priority:
- Apply your weapon poisons before the pull; at level 30, Deadly Poison is the important new option.
- Open with Ambush from behind or Cheap Shot when control is more valuable.
- Use Mutilate as the primary builder once the target is poisoned.
- Maintain Slice and Dice when the target or chain of targets will live long enough.
- Use Eviscerate as the direct-damage finisher; Coup de Grace rewards existing Deadly Poison stacks.
- Use Cold Blood on a high-value finishing attack rather than wasting the guaranteed critical strike on a nearly dead trivial target.
Venom is important to Assassination's eventual endgame identity, but it is not available at the level-30 beta cap. It is a level-40 talent that increases poison damage by 30% and poison application chance by 10% for a duration based on Combo Points spent. Seal Fate is also deeper than the current cap. Do not put either mechanic into a level-30 rotation.
Subtlety Rogue: Stealth, Hemorrhage and PvP Setup
Subtlety is the control-focused Rogue tree. Its level-30 milestone is much more useful than the old level-20 article could demonstrate because Cheap Shot, Kidney Shot, Vanish and Hemorrhage are all available, while the deeper bleed engine remains a future part of the spec.
Hemorrhage: costs 35 Energy, deals 100% weapon damage or 145% when using a dagger, generates one Combo Point and causes the target to take 15% more damage from your own Rupture for 15 seconds. The effect is not the old raid-wide physical-damage vulnerability from earlier versions of WoW.
A level-30 Subtlety player can use Stealth to control the shape of a pull rather than only to add opener damage. Cheap Shot gives an opening stun, Hemorrhage provides the efficient sustained builder, Rupture benefits from Hemorrhage and Kidney Shot can convert Combo Points into time where the enemy cannot attack back.
Current PvP setup:
- Use Sap before combat to isolate a target. Remember that Sapping a PvP-flagged enemy now correctly flags you for PvP.
- Use Cheap Shot for opener control and Kidney Shot for the follow-up stun when enough Combo Points are available.
- Use Kick against important casts. Mind-numbing Poison is useful when slowing repeated casts matters.
- Use Crippling Poison when staying on a moving target is the main problem.
- Use Vanish to reset positioning or create a second Stealth opener.
- Use Evasion proactively against melee pressure.
Blind is not available at level 30. Current Forever progression learns Blind at level 34, so it should not appear in a current-cap PvP setup. Likewise, Thousand Cuts is a deep Subtlety talent for later progression rather than part of today's level-30 rotation.
What about Shadowstep? Do not build the current guide around it. Shadowstep-related database records have existed during development, but it is not part of the standard current level-30 Rogue spellbook or the normal playable talent route used by the current build guides.
Can Rogue Tank in WoW Forever?
No supported Rogue tank specialization exists in WoW Forever. Rogue remains a melee DPS class across Assassination, Combat and Subtlety. Evasion, Parry, Riposte and crowd control can let a Rogue survive an emergency add or temporarily cover for a dead tank, but that is not the same thing as having a tank role.
This distinction matters for players coming from Season of Discovery. Do not import SoD Rogue tank builds, runes or threat assumptions into Forever unless Blizzard explicitly introduces a new role later.
Best Rogue Race in WoW Forever
Rogue has one of the broadest racial selections in Forever. Race choice matters, but there is no single race that is automatically best for Combat, Assassination, Subtlety, PvE and PvP simultaneously. Forever's redesigned racials also make old Classic weapon-skill rankings unreliable.

Rogue benefits most from professions that support leather gearing, consumables or PvP utility. The correct pair depends on whether the character is primarily a first leveling character, a PvP Rogue or an eventual raid alt.

For level-30 Combat gearing, main-hand weapon damage is the first practical upgrade to watch, followed by useful offensive stats such as Agility, Attack Power, Hit and Critical Strike. Assassination has an additional restriction: the quality of both daggers matters because Mutilate attacks with both weapons.
Do not copy an Era, SoD, TBC or Wrath Rogue BiS list directly into Forever. Hit is unified across attack types, poisons scale differently, weapon talents changed and entirely new itemization exists.

Rogue remains a specialist melee class rather than an all-purpose hybrid. Its strongest advantages are control, Stealth and the ability to choose which fights to take; its main weaknesses are dependence on weapons, limited self-recovery and the fact that every specialization must remain in melee range to deal sustained damage.

No. Tauren Rogue is not part of the currently announced Forever race/class matrix.
Conclusion
At level 30, Rogue has moved beyond the simple early-beta Sinister Strike loop. Combat gains Blade Flurry, Assassination gains Mutilate, Subtlety gains Hemorrhage, and every Rogue gains Deadly Poison, Coup de Grace and Kidney Shot. Combat remains the easiest leveling path, but the current cap finally gives all three trees enough tools to be tested on their own terms. Level-60 DPS numbers should remain separate from current beta gameplay until the full progression, endgame weapons and raid encounters can actually be tested.
