The Dalaran Sewer Key unlocks the sewer entrance to the new City of Dalaran dungeon in World of Warcraft: Forever. You receive the key when you accept Heart of Disruption from the Image of Archmage Modera outside Dalaran. You do not need to finish the dungeon or collect the Arcane Mote before receiving the key.
The route is different for each faction. Alliance has a short breadcrumb from Southshore, while Horde must complete a longer Tarren Mill quest chain before Modera offers Heart of Disruption.
Quick answer: Horde should complete Prison Break In → Key to the City → Dalaran Patrols → Blood in the Streets → Heart of Disruption. Alliance should take An Alarming Request from Emissary Jacques in Southshore and then speak with Modera. Accepting Heart of Disruption places the Dalaran Sewer Key in your keyring. One player with the key can open the sewer gate for the whole party.

The key is an access item. The Arcane Mote is the objective for completing Heart of Disruption; it is not what unlocks the key.
Horde Dalaran Sewer Key Quest Chain
Horde has the longer route. Start in Tarren Mill with Magus Wordeen Voidglare.
1. Prison Break In
Pick up Prison Break In from Magus Wordeen Voidglare. This begins the Forsaken investigation connected to Dalaran.
2. Key to the City
Wordeen also provides Key to the City. One of its objectives involves obtaining a Grimy Key.
This is an important source of confusion: the Grimy Key is not the Dalaran Sewer Key. It is only an item used during the earlier Horde quest chain.

3. Dalaran Patrols
Continue with Dalaran Patrols from Wordeen.
The current beta objective requires:

- 12 Elemental Slaves.
Return to Wordeen after completing the objectives.
4. Blood in the Streets
Wordeen then sends you toward Dalaran with Blood in the Streets.
Travel to the outskirts of Dalaran near Lordamere Lake and find the Image of Archmage Modera. Turn the quest in to her.
5. Heart of Disruption
Modera now offers Heart of Disruption.
Accept the quest. This is the point where you receive the Dalaran Sewer Key.
You can now use the key to open the locked sewer entrance and enter City of Dalaran.
6. Collect the Arcane Mote
Heart of Disruption sends you inside the dungeon to investigate the magical disturbance and collect an Arcane Mote.
The quest points players toward the Violet Citadel area. Follow the dungeon objective while progressing through the city.
After collecting the Arcane Mote, Horde returns to Magus Wordeen Voidglare in Tarren Mill to complete the quest.
7. Shrewd Negotiations
Shrewd Negotiations follows Heart of Disruption. It is not required to obtain the Sewer Key or open the dungeon entrance.
Do Stone Tokens and Bracers of Binding Matter?
You may also encounter Stone Tokens and Bracers of Binding from Keeper Bel'varil while working through the Tarren Mill quests.
They belong to the same Dalaran questing area and are worth completing while you are there, but do not confuse their quest items with the final Dalaran Sewer Key.
The key step that matters for dungeon access is reaching Heart of Disruption from Modera.

Alliance Dalaran Sewer Key Quest Chain
The Alliance route is much shorter.
1. An Alarming Request
Travel to Southshore in Hillsbrad Foothills and speak with Emissary Jacques.
Accept An Alarming Request, which sends you toward the Image of Archmage Modera near Dalaran.
2. Speak With Image of Archmage Modera
Travel north toward the ground-level city of Dalaran beside Lordamere Lake and find Modera's projection outside the city.
After completing the breadcrumb, Modera should offer Heart of Disruption.
3. Accept Heart of Disruption
Accepting the quest provides the Dalaran Sewer Key.
You do not have to collect the Arcane Mote first.
4. Enter City of Dalaran and Find the Arcane Mote
Use the sewer access to enter the dungeon and complete the Heart of Disruption objective.
Once you obtain the Arcane Mote, return to Image of Archmage Modera.

The listed minimum for Heart of Disruption does not necessarily mean every earlier Horde prerequisite becomes available at level 24. Some prerequisite records use higher requirements. If Wordeen does not offer the next quest, check your level and previous chain completion.
Where Is the Dalaran Sewer Entrance?
City of Dalaran is the ground-level Dalaran in the Alterac Mountains beside Lordamere Lake. Do not confuse it with later versions of Dalaran from other WoW expansions.
The locked dungeon access is on the north-western side of Dalaran through the sewer system.

Does Every Party Member Need the Dalaran Sewer Key?
No. At least one player in the group needs a Dalaran Sewer Key.
The key holder can open the locked gate and the other party members can enter with them.
This is why the City of Dalaran access chain is not a traditional five-player attunement where every character must individually finish the entire sequence before joining a run.
Getting your own key is still useful because you can form groups and enter without waiting for another key holder.
Where Is the Arcane Mote?
The Arcane Mote is found inside City of Dalaran while completing Heart of Disruption.
The quest sends players toward the magical disturbance associated with the Violet Citadel.
Current beta records establish the objective, but there is not yet a reliable fixed pickup coordinate that we would recommend over the current in-game quest marker. Follow the Heart of Disruption objective while progressing through the dungeon.
Heart of Disruption Rewards
The two factions currently have different reward choices.
Alliance Rewards
- Spellguard Pauldrons;
- Renewing Footpads;
- Defender of Dalaran.
The current Alliance quest record also awards experience and Kirin Tor reputation. Reward values and item stats can still change during beta.
Horde Rewards
- Battle Spaulders;
- Enchanted Sandals;
- Striking Staff.
Do not assume that every Alliance reputation reward or faction interaction also applies to the Horde version.
Dalaran Sewer Key Not Showing: What to Check
Modera Does Not Offer Heart of Disruption
Alliance: check whether you completed An Alarming Request from Emissary Jacques in Southshore.
Horde: check the Tarren Mill sequence from Magus Wordeen Voidglare, especially Dalaran Patrols and Blood in the Streets.
You Have a Grimy Key but the Sewer Is Still Locked
The Grimy Key and Dalaran Sewer Key are different items. The permanent sewer key comes from accepting Heart of Disruption.
You Completed Heart of Disruption but Cannot Find the Key
Check your keyring rather than normal bags. The Dalaran Sewer Key is an access key, not a normal equipment reward.
Your Character Is Level 24 but the Horde Chain Is Missing
Heart of Disruption itself is recorded with a minimum level of 24, but some earlier Horde prerequisites may require a higher level. Continue leveling and check Wordeen again.
The Gate Is Locked and You Do Not Have the Key
A party member who already owns the key can open it for the group. You do not need five individual keys for one run.
You Are at the Wrong Dalaran
The dungeon is in the Alterac Mountains version of Dalaran beside Lordamere Lake, not Northrend Dalaran.
Can Horde Use Dalaran as a Normal City?
Do not treat the Dalaran Sewer Key as permanent permission for Horde to use every city service.
During beta, players found faction-access behavior that allowed more Horde interaction with Dalaran than intended. Blizzard has continued making faction adjustments around Dalaran.
The important stable purpose of the Sewer Key is dungeon access. Vendor, guard, reputation and city-service behavior can still change before launch.
Is the Dalaran Sewer Key Consumed?
The current key is a persistent access item rather than a one-use consumable. Completing Heart of Disruption does not require you to earn another Sewer Key every time you want to enter the dungeon.
Can Heart of Disruption Be Shared to Skip the Quest Chain?
Do not rely on quest sharing as an access shortcut. Blizzard has already fixed beta issues involving dungeon quests that granted start items when shared.
Complete your faction prerequisites if you want your own permanent key.
