Forever deliberately prevents a player from grinding from zero to Rank 14 during the opening week. Current datamined progression uses a weekly cap on your total seasonal Rank Points; that cap rises according to the schedule below and determines the highest rank available each week.

How Does Rare-to-Epic PvP Gear Upgrading Work?
Forever separates basic PvP armor acquisition from the elite upgrade track. Current beta data says you do not need a high PvP rank just to purchase and use Rare Honor armor. Higher ranks unlock Premier Emboldened Seals that upgrade eligible pieces to their Epic versions.

Field of Honor is the PvP Season's Journey referenced by Blizzard's official Legacy System announcement. The launch Legacy challenges specifically require completing its Week 4, Week 7 and Week 10 quests.
